      Contract Specialist Umbrella Design Service Agreement (UDSA) & Professional Manpower Umbrella Contract (PMUC)Achievements : Re-aligned the team to the correct contracts and procurement process. Coached new team members on contracts & procurement. Developed and managed the Contracts Tracker for the department. Spearheaded the vendor engagement program with the vendors, and led all the engagement sessions. Led a comparative study on the UDSA and individual engineering design to consolidate contracts across the Engineering function. Resulted in about 30% cost savings to Shell Developed the Contract Monitoring Chart (with Responsibility Matrix), which resulted in increased efficiency of the whole tender team, reduced overlapping of work, availability of instant data, proper and fair delegation of workload, and adherence to timeline.Responsible for two (2) main roles - Leading the UDSA (Umbrella Design Services Agreement) team and co-leading PMUC (Professional Manpower Umbrella Contract). - UDSA is a design contract covering from conceptual design to detailed design.- PMUC is a specialist manpower contract. This is a combination of procurement and HR. The process of sourcing for a new hire goes through 2 processes : mini tender and also the normal recruitment process which is reviewing resumes, selecting candidates, interviewing candidates and offering a candidate via the manpower company.- Four(4) direct reports. - Manage teams, manage end-to-end contract procurement, including write tender proposals, award of contract, changes to contract, negotiate contract terms, manage Contractors/vendors, manage Contractors KPIs, manage costs, manage claims, contract close-out, interface with stakeholders, resolve disputes, manage audit activities, develop process and procedures. Review resumes, screen through and interview candidates together with the hiring manager. Show less Tender Secretary & Contract GovernanceAchievements : Proof read all tender documents prior to circulation to the tender committees, thus reducing time allocated for tender settings and allowed the tender committee to focus on contents. Established the Tax on Contracts Procedure/Guideline - close interface with tax department during the process of procedure write-up. Successfully settled tax on contracts and prevented any legal penalty imposed on Shell.Responsible for : As a Tender Secretary, responsible in managing all PETRONAS Tender Sittings for SHELL, write and circulate minutes of meetings.
