      Mr. Tribbie participated in the full life cycle development of several PC based business systems interfacing with the IBM 4381 mainframe. He was the primary software analyst with total responsibilities for Melpar's Bid and Proposal system. As project leader of a three-person team, he organized and produced a requirements specifications for the rewrite of that system using Oracle's SQL*Forms software.

      Mr. Tribbie performed requirements analysis, design, and data modeling for the Oracle based financial module of the Iowa Court Information System. The system was designed to maintain court dockets, track unpaid court accessed fines, and maintain other court related records for all Iowa courts. This nine-month field assignment gave Mr. Tribbie a strong understanding of the court system from his interviews with administrative personnel in over ten of the state's largest judicial districts.

Mr. Tribbie analyzed the existing system to develop requirements and implement the new system within a 1 year period following a rapid systems analysis and development methodology. Mr. Tribbie performed requirements analysis, software and database design tasks for the USCG Medical Clinic and Port and Waterways Information Management Systems. He compiled information from USCG Headquarters and field personnel for enhancement recommendations to their existing information systems. He made software, network, and hardware recommendations for the migration of the existing systems to a nationwide distributed Oracle RDBMS.       Mr. Tribbie was the on-site Task Manager for two year-long tasks supporting various Naval Air Command offices. The first project involved converting an Oracle SQL*Forms V3.0 procurement management application to Oracle Forms V4.5. He developed, implemented, and maintained this system’s data model/database. He also converted a budget forecasting application over to a client/server environment using PowerBuilder V3.0. He prepared a Functional Description, System Specification, and a Database Design Specification for this system. Mr. Tribbie was responsible for maintaining project schedules, preparing weekly status reports, conducting weekly customer status meetings, assigning tasks for each member of his 7 person development team, and assisting with development. Mr. Tribbie provided senior information technology support to NAVAIR for overall information technology coordination including the development of a NAVAIR GUI standards document. Mr. Tribbie helped establish software engineering management processes that complied with the requirements for a Level 2 organization within the framework of the Software Engineering Institute's Capability Maturity Model (SEI/CMM).       Mr. Tribbie managed and rebuilt Maine’s Department of Marine Resources (DMR) marine licensing and licensing law enforcement system. This 18 month fixed price project replaced a legacy system and enhanced its ability to support emerging management and enforcement requirements. The system manages the collection, validation, storage, maintenance, and dissemination of information associated with DMR fisheries licenses and enforcement violations for the State of Maine. This Web-based Intranet system was developed utilizing the Oracle 9I tool suite. Mr. Tribbie managed the implementation of several fixed price web-based data warehouse systems for Atlantic Coastal Cooperative Statistics Program and Atlantic States Marine Fisheries Commission. He designed the 100+ and 200+ table physical data warehouses and the custom electronic transformation and load (ETL) procedures used to populate the Oracle data warehouses. These data warehouses contain commercial and recreational fishing catch data that are used by stock assessment biologists to analyze the current health of a fish species and to determine the needs for government catch regulations. He managed the development of the Business Objects’ WebIntelligence reporting interface. Mr. Tribbie was a member of a 15 person team that converted a 20 year old FAA airspace resource inventory system to an Oracle Forms 4.5 client/server application over a 30-month time period. Mr. Tribbie prepared sections in both the Software Requirements Specification and Software Design Document and wrote the Systems Operations Manual for the National Airspace System Resources (NASR) system. He was responsible for maintaining the logical and physical data models for this 400+ table system. Show less

      Mr. Tribbie managed a 30+ person team of software engineers, database developers , and software testers in both new development and maintenance & operations support of a high-profile grants management system for the Department of Energy. Mr. Tribbie focused on the modernization of legacy systems supporting Department of Energy’s scientific research grants. Mr. Tribbie managed resources, costs, and schedule and instituted software development lifecycle best practices adhering to REI’s ISO 9000 and CMMI Level 3 management processes.For 6 months, Mr. Tribbie served as the Deputy Account Manager for REI’s Homeland Security and Public Safety Account. This 75 person account team serviced REI’s FEMA and Department of Treasury OCC projects. Mr. Tribbie was responsible for resource management, contract administration, corporate process compliance and business development for the Account. Mr. Tribbie managed a 30 person team of Appian Business Process Management (BPM), Java and database developers and software testers in the new development of a Banking Application Tracking System for the Department of Treasury, Office of the Controller of Currency (OCC). This 30 month effort initially followed an iterative development methodology and then by quarterly releases made up of 2-week sprints with daily scrums to address change request and defect resolution tickets. His responsibilities included managing the earned value method (EVM) schedule and cost performance for a 1,600 task work breakdown structure (WBS), stakeholder and subcontractor management, and technical delivery oversight and direction. Mr. Tribbie managed a 15 person team of Java and Oracle database developers and software testers in the development and maintenance of three FEMA disaster E-grant systems. His responsibilities included EVM schedule and cost performance of each task order, customer and subcontractor management, and technical oversight. Show less
