  Captain Rahman has more than 15 years’ shore experience working at senior positions with Oceanic Group both in Bangladesh, Singapore and UK. Through Oceanic, he also worked as Technical Superintendent for Ben Marine Lines. As a lead member of “International Ship and Port-facility Security” (ISPS) Code implementation team, worked for the maritime administration of Bangladesh, Mercantile Marine Department / Department of Shipping, as a “Maritime Consultant” and implemented the ISPS code to the major Port and terminals in Bangladesh from its inception to the completion. That project included the tasks of assessment and identification of hazards and risks to security and safety for the marine, harbour, installations, facilities and the personnel; security plans; preparing volumes of ISPS manuals and training to a large number of port officials, port employees, stevedore foremen, pilots, surveyors, security officers, port police, coast guard, and frequent port users/stake holders.Roles: Inspections, Surveys & Auditing of Ships, Port facilities & Terminals.   Captain Rahman has experience of SIRE based LNG inspections and performed many marine surveys, inspections, warranty services, investigations, witnessing, claim resolution, chartering brokerage, sea piloting, Inmarsat & radio communication consultancy & annual inspections, provision of written expert opinion, and maritime consultancy works for Trades, Insurance, P&I clubs, Class, Flag admins, maritime installations and shipping industries. He was also engaged with the salvage of sunken ships. Had carried out many marine and ship safety Inspections, hull and machinery inspections as the ‘Marine Inspector & ISM Safety Auditor’ to Belize, Cambodia, Mongolia and DPR Korea maritime administrations. Worked for various hull & machinery underwriters, P&I clubs and foreign Banks / leasing companies as ‘Assessor’ and ‘Valuer’ for pre-entry/re-entry assessments and settlements. In the UK he served Jury Service in the Crown Court and has been a trainee Magistrate in the Thames Magistrates’ Court, London. He also has special consultancy skills relating to the legitimate expedition of releasing vessels from ‘Port State Control’ (PSC) detentions. With this expertise he has assisted vessels in Portugal, Saudi Arabia, Bangladesh, Korea, UK, Senegal, Iran, India and UAE ports. Have experience on gas tankers, including LNG. He also has IMO STCW ’95 A-V/1 (23-34) ‘Specialized Training on Liquefied Gas Tankers’ (LNG, LPG) and has a STCW95 endorsed document to serve on gas tankers. Worked as an LNG ISM Safety Auditor for flag states as 'Flag Inspector' and also as an local consultant in the development of a floating LNG Terminal/platform from the inception to the commissioning. The aspects of his services included site assessment, environmental aspects such as tidal and siltation analysis, dredging advice, safety of the installation and personnel, marine operations, anti-pollution strategies, risk management, pipeline laying aspects, anchor pile consultancy, mooring and marine surveys.
