      In 2019, the Scottish Government worked with Social Investment Scotland, the University of Edinburgh and Big Society Capital to create a new £17 million patient capital investment fund for the third sector. The Scottish Social Growth Fund opened to applications in May 2019, announced by the Communities Secretary. Third sector organisations can apply for flexible social investment between £100,000 and £1.7 million for a range of purposes including expansion, replication and capital projects. The Scottish Government also put in place a range of business support programmes to help stimulate Scotland's pipeline of 'investment-ready' third sector organisations. In 2016, the Scottish Government co-produced a 10-year strategy to grow this sector by working with Scotland's social enterprise community. Key commitments include doubling seed capital for start-ups and introducing social enterprise learning into every school in Scotland. In 2017, a national census found more than 5,000 social enterprises operating across Scotland. In 2018, Scotland hosted the Social Enterprise World Forum with the First Minister welcoming 47 countries to celebrate the impact and potential of this innovative business model. Through this statutory scheme people can apply for 'Crisis Grants' to help meet urgent living costs or 'Community Care Grants' to help them live independently. The Scottish Government developed statutory guidance to provide a framework for decision-making with the Minister for Housing and Welfare agreeing to provide £38 million each year to local authorities to administer the scheme. The Scottish Government consulted on the draft guidance in autumn 2015 and enabling legislation came into force in spring 2016. The Scottish Government committed to securing a lasting legacy from this major event for the whole of Scotland. Working with national partners, the Scottish Government established more than 50 'Legacy 2014' national projects, generating jobs and training opportunities, investing in new community facilities, helping people get more active, inspiring fun learning opportunities and creating new global connections. In August 2014, the Cabinet Secretary for Commonwealth Games led a debate on legacy planning in Parliament.       The Permanent Secretary is the most senior civil servant in Scotland and leads more than 5,000 people working for the Scottish Government. The Permanent Secretary supports the government in developing, implementing and communicating its policies and is the principal policy adviser to the First Minister. Redress Scotland is a new, independent and trauma-informed public body which makes decisions about applications from survivors of historical child abuse in care seeking financial redress. For decades, children in residential care in Scotland were failed by those entrusted to look after them. Scotland is taking steps to face up to those failings by establishing a national redress scheme for survivors. The emergency £50 million ‘Wellbeing Fund’ provided immediate assistance to third sector organisations working with communities most affected by the pandemic. The fund opened on 13 April, announced by the First Minister during her daily Covid-19 briefing, and closed on 22 May.
