      I audited tax avoidance schemes to determine their compliance with the Income Tax Act and if the General Anti Avoidance Rules should be applied. I also worked on charitable donation schemes and RRSP strips as well as international currency transactions

      I sat on the Board of Directors of the union that represents the Professionals in the Federal Public Service. Such as Income Tax Auditors, Scientists, Nurses, Engineers and Computer Specialists. I was responsible for operating the BC/Yukon Region with a membership base of 4,000 and an office of five employees. I led a team that took this $16 million non profit corporation from a $1 million operating loss to a surplus of almost $1 million by working with the Board of Directors to bring spending under control and implement policies that ensured that members received appropriate representation while controlling costs

      National Vice President

      I was National Vice President of the largest Professional Union in Canada with a membership of 55,000. We represent Scientists, Accountants, Computer Specialists, Nurses, Engineers and other professionals who work predominantly for the Federal Government. My duties were to assist the President and Board of Directors in running the $40 million national organization.In 2008 I led a team that redesigned the Consultation Structure and Consultation Team selection and management with the Federal Government for 26 departments and agencies. In addition we wrote a consultation team policy to assist our members in consulting with the employer.From 2009 to 2012 I took the lead on our pension file and addressed the issues including the attacks our members were exposed to by the Canadian Federation of Independent Business as well as the government of the day. I conducted press interviews, wrote op ed pieces and met with Members of Parliament. I also appeared in a video distributed to CFIB members explaining that Public Service Employees were not their enemies and in fact were their neighbours and customers.In 2010 I led a team that negotiated a Memorandum of Understanding with the Canada Revenue Agency to facilitate the entry into the public service of auditors from the provinces as a result of HST. This was conducted in a lightning round in less than two weeks to resolve previous confrontational positions on both sides. Show less

      I was a Team Member on the group that redesigned an 80 berth marina that was built in 1962. I was a driving force on this team and came up with 7 designs one of which came forward and was eventually adopted in January 2015 and was built in September 2015. This involved maintaining the same number of slips while growing the slip widths and lengths to deal with the evolving market. It also involved protecting and growing fairway widths to achieve safe access on docking. We achieved this by using new technology to reduce dock and finger widths as well as moving the marina closer to the shore and extending it to its water lot boundary while providing appropriate fairway width between our marina and our neighbours.       Expert Witness on Labour Contract between PIPSC and CRA vis a vis HST

      I appeared as an Expert Witness in a Public Service Labour Relations and Employment Board (PSLREB) adjudication with respect to the Canada Revenue Agency and its Memorandum of Agreement I negotiated on behalf of PIPSC in 2010 to address the entry into CRA of the Auditors from the BC Government as a result of the adoption of the HST. The issue dealt with the intent of the agreement with respect to the employees since the HST was revoked and the employees went back to the BC Government. As a result of my testimony the employees were successful in recovering severance pay previously denied. This was recently upheld at the Federal Court of Appeal. Show less

      I led a team to obtain a contract for a rebuild of a 80 berth marina. We designed a tender process, developed relevant documentation, worked with the engineer on the design, identified and shortlisted potential contractors, issued tender documents, responded to tender queries and issued tender addendums, supervised the closing of the tender, examined the tender submissions and recommended a successful contractor. I also negotiated on behalf of RVYC with the successful contractor to bring the project within budget. Show less
