  o Project Manager, Advanced Communications Technology in charge of communications research for the USCG. Developed communications systems and applied commercial technology in new ways to meet Coast Guard requirements. Worked on projects to improve the efficiency of CG communications and improve bandwidth utilization. o Identified possible research areas, wrote proposals and worked with sponsors to receive funding, developed project plans to implement the research, and supervised teams of CG military, civilians and contractors working on the research. Responsible for budgets of up to $1 million per year. o Received Commanding Officer/Technical Director Award and a Coast Guard Meritorious Service Medal for superior results. o While at RDC was Project Manager and/or Technical Lead for the following projects: Communication System 2010 Project; VTS Automated Dependent Surveillance (ADS) Communications; Operational Web Link Project; Maritime Interoperability Project; and BOATRACS Test and Evaluation Project.   Routinely concurrently manages several project teams of direct reports, matrixed support from across the company, and subcontractors; with annual budgets of $1 million–$2 million. Projects have included requirements analysis, systems integration, development of new systems, development and execution of test plans, underway testing on vessels, data analysis, and report preparation for USCG, DoD, and commercial customers.Dr. Johnson overseas a number of technology projects and programs managing performance and providing resources to his teams. In this role, he develops PMBOK-based Program Management Plans and drives the execution of product development for marine related systems to include; contributing technical expertise, hands on product development, integrating new technology, and ensuring quality, cost, and schedules are managed to contract requirements. In addition to Serco’s PM for the $982M USV FoS contract, Dr. Johnson has managed ~65 projects over the past 20 years for DoD, USCG, OGA, and foreign customers; in the past ten years, typically managing 5-6 projects simultaneously. Projects have included requirements analysis, systems integration, development of new systems, development and execution of test plans, underway testing on vessels, data analysis, and report preparation for USCG, DoD, and commercial customers. Demonstrates an impeccable track record for on-time deliverables, within budget, and to the customer’s satisfaction, supporting Government key milestones and test events.For DARPA, Dr. Johnson is leading the development of autonomy and controls architecture and software, network architectures, and topside sensor and communication systems selection for the NOMARS project. This includes managing an integrated team of Serco experts and three subcontractor teams spread across multiple locations. He is also responsible for developing simulations and a full ship digital twin. Show less
