Jan 1998 - Jan 2012At a time when the national revenue agency was focused on internal controls, risk profiles and a reconsideration of the performance of compliance programmes, Chris managed the work related to enhancements to the Tax Compliance Unit data warehouse and advised on e-audit and risk analysis efforts. Chris attended training in Munich at The Data Warehousing Institute (TDWI). In 2007 Chris researched and recommended for setting up a central Call Centre for the taxation department. He developed the training programme and proposed tools, organisation and control structures for a learning and operational setup.Chris led the software integrations and enhancements for the expansion of Inland Revenue electronic services for Notaries. He questioned the value added by processes of the two business divisions and guided the systems consolidation. Chris was responsible for the adoption of the new currency within the information system. His main contributions were to identify the guiding principles, risks and coordinate the design of the technical change over. The workload was characterised by the large amounts of data, interfaces, the highly sensitive financial information and the tight cohesion of the sub systems for determining tax claims and enforcing collection. Chris formed part of a team of consultants who successfully bid to develop a Framework Analysis Document for the Office of the Tax Commissioner in Bermuda. The Commissioner required a holistic overview with redesigned processes for all tax operations and an Information Systems Strategy to integrate and improve its service delivery. Following his promotion to project leader in 2002, Chris complemented the project manager in planning and coordinating the delivery of sensitive areas of the project with applied PRINCE 2. He was tasked with overseeing the IT service levels for the taxation systems, based on ITIL. Show less Chris joined MITTS Ltd. (now known as MITA) as a Systems Analyst on the taxation programme. This was a challenging period during which Information systems were being reviewed and enhanced for Y2K. Chris acquainted himself with legislation and with the tools in use by the development team. He quickly joined in a strong team and worked under tight deadlines to determine and structure the work involved. He devised quality assurance methods, data cleansing, auditing of the conversion and archival where necessary. He planned and scheduled Y2K tasks while enhancing the system. Chris excelled in business analysis and in structured requirements gathering and quality assurance for software projects . He applied these skills for the implementation of new registration software, aggregation of information and implementation of strong business rules for the automated calculation of tax and penalties based on various sources of informationOne main contribution was the data model for this system and the implementation of business rules in PL/SQL within the DBMS. Chris lectured NCC Diploma students in programming techniques, development methodologies and mentored them through the Diploma project.
