      I represented the Defense Logistics Agency (DLA) Defense Contracts Management Command (DCMC) for one year as a Resident Affiliate. I wrote a book. I had the opportunity to represent the SEI at the Tri-Lateral Services meeting explaining how to perform Software Capability Evaluations based upon the CMM model. It was a wonderful time. I learned a lot about Software and Systems Engineering. This has served me very well over the last several years.

      I served as a Decennial Specialist (GM-0301-13) and In-plant Contract Officer Technical Representative (COTR) within the Decennial Response Integration System (DRIS) Program Management Office (PMO). I monitored contractor activities involved with the development of processes and training, roll out and operation of complex equipment (Scanners, Sorters, Shredders, Document Readers, etc.) at the secure Baltimore Paper Data Capture Center (PDCC). The PDCC processed approximately 40% of the 2010 US Census paper forms which contain data on over 330 million people in the United States. This data was handled under Title 13 security requirements. I identified risks, problems, potential security issues, management and employee issues, etc. that could impact processing of the forms, and the quality of the electronic data captured. I reviewed throughput metrics, quality metrics, equipment maintenance logs, and developed daily reports. I reviewed training materials, procedures, and policies developed by the contractor. I participated in Program Management Reviews, attended Cost reviews, and participated in various PDCC IPTs. When suspicious letters or packages arrived I ensured that they were handled in accordance with security requirements. Show less
