      As a student assistant for the Catholic University men's basketball team, Robert Hay had a wide range of responsibilities. He helped analyze game film and create scouting reports of opponents prior to games, and helped the assistant coaches in recruiting high school athletes. During games, Hay sat on the bench and kept statistics for both teams. He also served as a liaison between the team and numerous student and university groups.

      As a legislative intern for the then-Majority Whip, Robert was able to experience many of the critical post-9/11 policy debates up-close. He was a researcher for the office and produced reports on a wide variety of topics, including gang violence and international first-strike policy. He also interacted with constituents and wrote responses to constituent feedback and policy questions.

      Point man for legislative training programs for members, mainly the AVMA student extern and legislative fellow programs. Lobbied on a diverse range of issues, including small business and tax issues. • Successfully lobbied Congress to pass the Pet Evacuation and Transportation Standards (PETS) Act in the wake of Hurricane Katrina. Conducted Hill visits on the issue and educated members on the importance of contacting Congress on the issue.• Created a fundraising plan for AVMA fellowship program, which went from raising $100 in 2003 to $60,000 in 2006.• Increased the applicant pool of AVMA Fellows from 8 in 2003 to 23 in 2005. Program placed veterinarians in Congressional and federal offices both during and after fellowship.• Wrote briefing papers and background pieces on homeland security, veterinary workforce, and small business issues.       Director of ASAE’s large staff organization initiative, an organizational priority. Registered lobbyist that supervised employee tasked with grassroots network and advocacy programs.* Provided leadership to American Associations Day, ASAE’s annual legislative fly-in, which in 2013 had the second largest attendance ever (200 total attendees). Trained attendees to advocate successfully to repeal Coburn Amendment #67, which would have diminished association financial and intellectual reserves by prohibiting federal attendees above a certain number from attending association conferences.* Led ambitious initiative for ASAE Board of Directors to establish a pilot program for large-staff associations. Met with large-staff association CEOs to identify needs, then measured and quantified data from these meetings to strategically develop programs, products, and services to meet those unique needs. Potential outcomes are driving higher recruitment and retention levels, increasing individual member spend, and improving satisfaction rates among this member group, as well as is informing discussion on potential restructuring for membership models.* Served as department expert on the Affordable Care Act and its implementation. Created unique and summary content around different aspects of the law that would impact nonprofit organizations, all of which can be found at thepowerofa.org. * Led Capitol Hill visits on issues primarily involving health care and the Affordable Care Act.* Managed the ASAE Key Industry Association Committee, a volunteer committee of national large trade association CEOs; as well as the Key Professional Association Committee, a volunteer committee of national large professional society CEOs.
