      -Over a span of 10 years in Camaguey, Cuba, responsible for the supervision of civil works comprising acommand area of 5000 ha of surface irrigation—of which 1000 ha included subsurface drainage, anetwork of five earth dams and social infrastructure works-Managed credit loan disbursements and conducted quality control of technical assistance including M&E studies. -The targeted population were both private smallholder and state cooperatives. To ensure effective implementation, the operational differences between market oriented and centrally planned economies were bridged through operational agreement with state authorities.
