      Responsible for the overall coordination, administration, and oversight of programs, services, and activities provided by the Northern Arapaho Tribe. Administers, plans, and directs the Tribe’s programs and services in accordance with Northern Arapaho Business Council directives, policies and procedures, legal requirements, and principles. Directly supervise the Executive Management Team and other key personnel as specified by the Northern Arapaho Business Council. Practices and promotes a team approach to management and ensures accountability throughout the workplace. Reviews contracts, plans, reports, program policies, and procedures, and provides recommendations where necessary. Participates in Federal, Tribal, Regional, and State organizations, commissions, task forces, and groups to promote tribal programs, services, and/or activities. Represents the Tribe in advocating and testifying on legislation regarding American Indian-related issues. Develops plans and strategies to implement and carry out specific legislative and policy directives of the Tribal Council. Promotes open communication among staff by conducting periodic staff meetings. Oversees short and long-term strategic planning, including the assessment of community needs and the design and implementation of new programs/services. Ensures goals and objectives support the stated mission of the organization including building community, promoting health and economic development, promoting individual responsibility, and preserving Native American culture. Provides review when appropriate on Tribal personnel changes in accordance with the Northern Arapaho Tribal Personnel Manual. Coordinates with the Chief Financial Officer and Executive Management team to make recommendations to the Tribal Council regarding all program budgets and long-term revenue/expenditure forecasting. Maintain productive working relationships with relevant Federal and State agencies as well as tribal and other native organizations. Coordinated compliance audit activities, communicated expectations to all healthcare employees, and reported audit results to upper and executive management. Ensured compliance with the rules and regulations of regulatory agencies, policies, and procedures of the Northern Arapaho Tribe (NAT), and that the behavior of the organization meets the NAT Standards of Conduct. Organized a Compliance Committee that authorized the implementation of all necessary regulatory actions upon approval from the Northern Arapaho Business Council. These actions are to ensure the achievement of the objectives of an effective compliance program. Managed all procedural detail of a Tribal Management Grant funded by the Indian Health Service. Show less Responsible for the oversight of seven (7) federally funded programs that are designed to positively affect the health of the communities of the Northern Arapaho Tribe. Provided technical assistance to the program’s managers on issues related to budget detail, program goals and objectives as well as personnel detail. Participated with the Planning Committee to develop a proposal to enter into a P.L. 93-638 Contract with the Indian Health Service to provide healthcare to the citizens of the Wind River Indian Reservation. Ensured that all reports (programmatic, data-driven, and financial) were filed on a timely basis with all federal agencies. Worked closely with personnel from the Indian Health Service, Billings Area Office, and the State of Wyoming Department of Health when technical assistance was needed to help keep the health programs in compliance with all requirements. Worked with program personnel on acquiring data from each Tribal Health program to appropriately report on the required deliverables that were set in the funding agreements. Met periodically with the Northern Arapaho Business Council to provide updates on program activities, needs and future direction of services within each Tribal Health program. Assisted in the design and proper execution of the scopes of work for all Tribal Health programs. Show less Directed four (4) federally funded programs including Title IV-D Child Support Enforcement, Temporary Assistance for Needy Families (TANF), and the Child Care Development Fund all of which were funded by the Department of Health and Human Services, Administration of Children and Families. The fourth program, titled General Assistance/Individual Indian Monies, is funded through a Public Law 93-638 Contract between the Bureau of Indian Affairs and the Northern Arapaho Tribe. Worked to ensure full compliance with all federal statutes, regulations, and policies as provided within the 638 Contract. Ensured all Individual Indian Monies (IIM) program files were complete and prepared for annual review by the Bureau of Indian Affairs. Provided technical support to each Program Administrator in reviewing goals and objectives while fulfilling client needs. Assisted in the development of each program’s annual budgets and with all quarterly and annual reports due. Negotiated with the State of Wyoming the biennial funding agreement/contract terms and conditions for the Northern Arapaho Tribe’s TANF program. Show less
