      Planned, organized, and directed the re-establishment of the Requirements Section, Formation Construction Engineering (FCE), Maritime Forces Atlantic (MARLANT), Halifax, NS. Engaged and managed a team of seven (7) technical employees responsible for the identification and assessment of all outstanding deficiencies and requirements within MARLANT’s aging infrastructure. Organized and directed the implementation process of a realty asset life-cycle management (LCM) software program, integrated with existing business enterprise systems; providing the expected outcomes; and in line with the overall business requirements. Oversight for the Scope of Requirements (SoR) documentation on project files within FCE. Completion of a Risk/Opportunity assessments with stakeholder’s on leasehold improvement projects, ensuring all elements have been properly identified. Oversight for the compilation of the Engineering Prioritization List for recapitalization / maintenance projects for the Engineering Division. (Approx. $5 - 30M annually). Oversight for the compilation and implementation of the Requirements projects of small recap / maintenance projects to funded within budget allotted. (Approx. $1-4M annually). Show less Engaged and managed a team of five (5) employees, (Engineering Support Group), responsible for the Project File Management, and the technical drafting/GIS/SIMS records processes, under the direction of the Engineering Officer/FCE, MARLANT. Oversight of the Project File Management process which compiled all documentation, including financial encumbrances, relating to the requirements gathering, analysis, assessments, D&S, and implementation, of each Base-level infrastructure project. Project files are auditable for compliance for 2-7 years. Provision of reports/advice/recommendations of project status, financial/budget status, and ongoing risk assessments, for managements review and approvals. Oversight for the development and administration of the in-year Implementation Project Plan (Infrastructure) for MARLANT (Approx. $5 - 30M annually). Provided oversight for the demolition program in context with the LCM and the Realty Rationalization Plan of CFB Halifax. Provided leadership role in the development and implementation of various improvement initiatives for the Eng. division and FCE, in alignment with the strategic goals of FCE/MARLANT during a change management initiative. Liaison with other Levels within DND on all infrastructure engineering projects.
