The background framework is the mostly characterized top-down planning culture. This version of planning sovereignty has basically omitted the development of road infrastructure specifically tailored to the local socio-economic and physical conditions. As a consequence, the predominantly car-oriented interventions have neglected the needs of pedestrians in many places.
