      Led the largest Public Works Department in Europe to meet every operational requirement on the US and Spanish military commands aboard Naval Station Rota.• Responsible for entire life cycle of 500 facilities and infrastructure valued at $2.3B on a 5,500 acre installation that includes an airfield, port, hospital, barracks, food service, classrooms, training simulators, and K-12 school. • Led 302 personnel in the delivery of facilities planning, design, contracting, construction management, maintenance, repair, transportation, and environmental services.• Provided $90 million in annual full spectrum facilities maintenance and public works services.• Managed the programming, planning, and execution of $479M in new construction, major renovation and infrastructure recapitalization projects.• Aggressive project implementation and conservation measures yielded $2.7M in annual savings and a 10.3% energy reduction from the 2015 baseline. Recognized as a Secretary of the Navy Gold Energy and Water Management Award installation. • Effectively briefed supported commanders, Congressional Delegations, and senior U.S. and foreign diplomats on critical facilities issues to advocate for Military Construction funding.• Drove to continuously improve a culture of safety resulting in a 89% reduction in lost time mishaps and earning recognition as a Deputy Assistant Secretary of the Navy Voluntary Protection Program Star Site.• Direct coordination with collective bargaining unions to resolve employee concerns.
