      Army liaison to NGA. Developed the first comprehensive maps of the International Zone for MNF-I Forward. Managed the cyber operations security team for the International Zone consisting of coalition, Department of State, and contractors to run all facets of security in the Multi-National Green Zone, Baghdad, Iraq. Responsible for the development and allocation of an initial operating budget of $850,000 for equipment and start-up costs to form the Base Defense Operations Center, Baghdad, Iraq. Prepared budget strategy briefs for the Base Defense Operations Center (BDOC) to obtain funding through the Joint Acquisition Review Board (JARB) with overall program approval in excess of $20 million. Led a 40-person diverse team of contractors, foreign military forces, and Iraqi nationals responsible for all cyber security in the International Zone, Baghdad, Iraq. Developed the first consolidated security master plan for the International Zone to include an in-depth gap analysis of current force protection measures versus future force operations and phased implementation. Negotiated and developed contracts for the US Army and the Regional Security Office and US State Department to provide infrastructure reconstruction and services throughout the International Zone, totaling $3.5 million ensuring all successfully went through the acquisition process. Designed the framework and final draft of needed future public works projects throughout the Inter-national Zone. Met with Iraqi nationals to obtain crucial stakeholder feedback as well as the needed integration of old versus new public works systems. Conducted cost estimation and analysis for multiple efforts throughout the area of responsibility including many information management systems. Instructed courses on security, counter-mobility, survivability, counter drug operations, and general policing to 12 different countries that were part of the Multi-National forces in Baghdad, Iraq. Reviewed requirements of Service and other DoD systems-related acquisition programs for NGA GEOINT equities; worked with program offices to ensure Service GEOINT equities were understood and satisfied. Managed and executed a $37.5 Million budget and the stand up of a program of record for the agile development of the Activity Based Intelligence POR. Worked with Program Managers across the NSG Expeditionary Architecture (NEA) to develop infrastructure requirements, resource justification documentation and track all relevant financial execution information. Prepared numerous high-level briefings for senior personnel within NGA, USD-I, OSD, and other Defense and Intelligence Community Agencies. Served as an engineering SME for ISR-Task Force activities on behalf of NGA.
