  Duties & Responsibilities includes but not limited to:•Provide day-to-day direct support of and hands-on assistance to rig-based HSE techs to implement Rowan’s Management System.•Assist in the delivery of training and instruction for all procedures, rules and regulations•Act as a resource for the Drilling Operations group to assist in achieving and maintaining HSE compliance.•Periodically assess emergency and safe-work preparedness through inspection of fire-fighting, rescue, life-saving, spill-remediation, personal protective (PPE), fall protection and other HSE equipment as well as verification that Management System assigned inspections of that equipment are taking place.•Attend required HSE meetings in order to convey information that may affect job duties, personnel, or equipment.•Coach subordinates on the Permit to Work process and ensure permit audits are taking place.•Coach and participate in Job Risk Assessment.•Contribute to the continuous improvement of Rowan’s Management System. Maintain a reputation for integrity, leadership, initiative and adherence to company policies and programs at all times.• Perform Succession Training for himself and rig-based HSE techs in region.•Monitor work in progress for effective hazard control and compliance with Rowan procedures. Coach personnel to correct deficiencies •Collect, record, and analyse accident or near miss data to determine root and contributing causes of an incident. Compile incident data and construct a formal report following an incident investigation•Facilitate resolution of any compliance issues found during the audit process.•Observe safe work practices and present opportunities for improvement; mentor employees and encourage their safe work practices•Ensure all Management System controls are in place and all Management System procedures are followed.•Lead Corporate-based incident investigations.•Liaise with client representatives.•Liaise with regulatory bodies as necessary.
