Jun 1983 - Mar 1987Graduate Engineer (Chartered 1986)Experience gained in the Middlesbrough Office in the following areas for both Water Authority and Ministry of Defence clients: Waste detection and inspection of existing water distribution systems. Public Health engineering appraisals for several Clients comprising of water distribution systems, sewerage and drainage together with several sewage treatment works. Responsible for the design and construction supervision of two sewage treatment works extension and refurbishment schemes on separate catchments with populations of 1400 and 3000. Works values ranged from £200k and £800k. General Civil Engineering experience in design and construction of water supply boreholes, ancillary works including test pumping, yield estimation, computer analysis of water distribution systems. WASSP analysis of large drainage and sewerage systems, coastal defence structures, design and assessment of concrete and rock fill dams (Belfast Office). Catchment hydrology and flood routing, pavement and geometric design for differing classes of highway, structural design in steelwork, reinforced concrete and masonry, design of reinforced concrete structures to BS5337 and the use of structural analysis/design computer packages. Appointed Resident Engineer for the construction of a £3.5M office block/warehouse complex with specialised foundations (Woking Office) in 1985.Seconded in 1986 to the newly established Peterborough Office of Sir William Halcrow and Partners for 9 months as Project Manager for the design of two sewage treatment works extension projects with populations of 5,000 and 60,000. The projects, for Anglian Water, involved the full design of enhancements to existing conventional sewage treatment works including the design of new process units and the integration of telemetry, fine screening and flow regulation. Northumbrian Water Group (secondment from Ferguson McIlveen)
Apr 1987 - Jun 1989Senior EngineerSeconded to the Sewerage and Sewage Treatment Operations Section of Northumbrian Water Tees Division and subsequently to the Operations Development Section as Senior Engineer. Responsible for the preparation of detailed scheme appraisals and design briefs for capital schemes appraisals, design briefs for capital schemes involving sewerage, sewage treatment and disposal. In the two year secondment some 23 schemes were appraised and processed onto the capital programme totalling £17M in value.

Jun 1989 - Nov 2006Various from Associate (1989) to Partner (1998)Invited into the Ferguson McIlveen Partnership in 1998. Responsible for all management matters including finance, marketing, staffing, project management and cost control of my civil engineering section and of the Chester and Leeds offices. Responsible for the management of the civil/public health engineering section in the Middlesbrough office engaged in sewage treatment works, water storage and distribution, water treatment works appraisal and design and river engineering and flood alleviation schemes. Key clients included Railtrack and subsequently Network Rail. Work included trackside structures, bridge and culvert design and inspection and several schemes to pipe jack or directional bore utilities pipework under permanent way.Project Director for major projects at Broken Scar WTW, Darlington which completed with a total value of some £16M. I was also responsible for the execution of a wide range of public realm projects including a visionary renaissance of Albert Road, Middlesbrough at a cost of some £2.8M. Directed the design work on a D&B contract for two new GAC adsorber plants on the Tyneside water supply system worth some £17M.Broad experience of a wide range of contract types as Engineer or ECC Project Manager, including ECC Options A,B,C,D, PSC and Short Form, ICE 5th and 6th Edition and ICE Minor Works. Considerable risk and value management skills which are routinely brought to bear on project work.Project Manager for numerous sewage treatment and water related works design commissions for Northumbrian Water, Yorkshire Water, the Environment Agency and several private clients. Treatment works sizes ranged from 300 to 140,000 population and had scheme values from £300,000 to £7M. Sewage treatment processes designed included conventional filter works, activated sludge and RBC works and design consent standards varied from 20 SS, 10 BOD, 4 NH4 to 100 SS, 50 BOD. Show less

May 2008 - Dec 2008SO1 J4 Infra, HQ MND(SE)Mobilised in military rank of Lieutenant Colonel for service as the Chief of Military Infrastructure (Staff Officer Grade 1) in Southern Iraq, based in Basrah between May and December. Led an expert team of four UK and two US staff officers and supervised the planning, operation and maintenance of all military infrastructure within the Multi National Division (SE) Area of Operation. Was the client representative for a £120M protected structures programme providing overhead cover from attack to the largely British MND(SE) and was heavily involved in the transition planning for transfer and disposal of assets associated with the Basrah International Airport. As the head of infrastructure was also responsible for a £25M pa maintenance and new works programme on the Operational Estate to support military operations. Show less

Feb 2009 - Jun 2010DirectorI returned from Iraq to reassume my position as a Director with Scott Wilson and continued to be responsible for the North of England including the Newcastle and Middlesbrough offices before moving to the Middle East as Project Director for the Khalifa Port project until design close out. I was also appointed as the UAE Business Group Director in November 2009 with responsibilities for the Group’s operations in the UAE, Oman and Iraq.

Jun 2010 - Jun 2015Steve was appointed as the Rail Operations Director based in York and reports to the URS Head of Rail. He was appointed to support the URS Head of Rail by dealing with day to day operational issues within the UK, Europe, Middle East and India rail business. Since August 2014 he has also been covering the role of York Office Manager (including the P&L) pending completion of the rail business integration. He is heavily involved in directing project delivery, especially in the area of Design & Build capability. He also has an occasional remit to independently review major project delivery across the UK & Ireland. One of his additional responsibilities during this transition to the rail role has been as the Project Director for the £420m Thames Tideway Tunnel (Dragados Samsung JV) bid design.In addition to his Rail Operations Director role, Steve has been the Project Director for a number of substantial Design & Build Rail Projects including two major projects on the Cardiff Area Signalling Renewal (BAM Nuttall & Balfour Beatty), Daventry International Rail Freight Terminal Phase III (Volker Fitzpatrick), NR South Region Tractive Power Huts (McNicholas), Ilkeston Station and North Doncaster Chord (Morgan Sindall).Each of these projects has had major challenges in delivery, including managing the expectations of client & ultimate client, internal and external alliancing and delivery culture, communication, management of stakeholders and supply chain and alignment of goals. All are now in the final stages of successful close out and handover.Steve also oversees PRISM client feedback, Route to Gold and the RISQ registration process. Responsible for coordinating all SW operations in Durham, Cumbria and Northumberland as well as the two city regions of Tyne & Wear and Tees Valley. He also had a remit to independently review major project delivery across the UK & Ireland.In addition on his return to the UK was appointed as the Project Director for design close out on the £2Bn London Gateway Port and latterly directed some 30 rail projects being delivered out of the Swindon office where he was temporarily based during the last quarter of 2013.
