      US 20/Oregon 34 – Philomath CoupletJeff managed Perteet's portion of the design of this project to widen US 20/Oregon 34 Highway through the City of Philomath, Oregon. The project created a couplet in the center of town. This project required considerable public input and discussions with adjacent property owners. Jeff became familiar with several state regulations, which gave him insight to different ways of handling situations, which he was able to offer to WSDOT. Jeff was able to keep the project scope very manageable for ODOT. Several contingency tasks were pre-negotiated in the preparation that they needed. This allowed the contingency tasks to begin immediately with just an email notification from ODOT, saving precious negotiation time. ODOT’s budget was very limited for the project and Jeff was able to offer many suggestions to them on ways to reduce the construction costs and still achieve the project goals. Only minor revisions have been requested by ODOT and/or the City, which were easily accommodated at the 60% design level. Jeff’s close attention to all the details and raising issues early in the design helped to avoid major revisions later in the project. Show less SR 167 – Corridor Cost Estimate Validation Process (CEVP)Jeff worked with Perteet staff at WSDOT’s offices on the SR 167 Corridor blended team CEVP. This involved cost estimating for 16 miles of corridor improvements (SR 167 Renton to Puyallup). The team provided planning level estimates for multiple improvement scenarios (HOV and Bottleneck Relief). Estimates were in the $350 – $600 million range. This process allowed WSDOT to carefully consider various funding mechanisms for future corridor improvements. Show less

      SR 519 – South Seattle Intermodal Access, Royal Brougham Design-BuildJeff was the senior engineer for MOT with the added responsibility of quality assurance for the design of Perteet’s portion of this $68 million Design-Build project. Perteet led the ITS, illumination, signals, and signing design. The MOT required considerable coordination with WSDOT, City of Seattle, Safeco Field, Mariners, CenturyLink Field, Seahawks, Sounders FC, Expo Center, WaMu Theater, Metro Transit, Sound Transit, Port of Seattle, emergency service providers, Pioneer Square Historic District, BNSF, and several other area businesses. Jeff helped provide a logical and sensitive sequence to accomplishing the work. The plan minimized inconvenience to corridor users and event visitors including all modes of travel within the project area by maintaining existing traffic and pedestrian flow patterns, providing clear and easy to follow way-finding signing for ease of access, limiting construction impacts to stadium users and local businesses, and maximizing safety for the general public and construction personnel. By understanding the concerns and needs of the various entities affected by this project coupled with careful planning, the result was public confidence and stakeholder support as the work progressed. Show less I-405 – 112th Avenue SE to SE 8th Street Widening (Kirkland Phase I) Design-BuildJeff was Perteet’s senior engineer for this $82 million Design-Build project with the added responsibility of quality assurance for Perteet’s design. Jeff was instrumental in preparing the proposal and he created the unique, out-of-the-box winning concept of traffic control that allowed the project to be constructed faster and at a lower cost to WSDOT and the travelling public. Perteet led the traffic control, ITS, illumination, and electrical design. Show less I-5 – Boston to Shelby Noise WallsJeff was the project manager of this $14 million complex project which included extensive coordination with various departments at the City of Seattle, Seattle Public Utilities, Metro Transit, various utility companies, and two very involved neighborhood associations. Installing noise walls along the busy I-5 corridor, in the heart of Seattle next to the neighborhoods of Roanoke Park and Eastlake, noticeably reduced I-5 generated noise for the surrounding communities, improved outdoor public spaces, and local resident/pedestrian life. Two expert review panels were convened to develop several footing options, due to environmentally sensitive areas and a very old water main prevented traditional wall foundations. In the end, this complex project required four separate foundation designs. The walls included each neighborhood’s own signature design cast into the concrete walls. The project was delivered significantly under budget and a year ahead of schedule. Show less SR 167 – HOT Lanes Pilot ProjectJeff was the GEC program manager, responsible for a dozen subconsultants, brought in from around the nation, for this unique and successful $22 million project. This project was a four-year pilot project that converted 22 miles of HOV lanes to HOT lanes on SR 167. Project benefits included a new commute option; fast, reliable travel; toll-free trips for carpools and transit; increased efficiency; congestion relief; and environmental improvements. This multi-discipline project included: traffic studies, dynamic pricing algorithms, environmental justice, environmentally sensitive lands, permitting, channelization ingress/egress, reversible-lane options, safety, emergency response, transit, civil design, structures, public outreach and acceptance, marketing, tolling hardware options, tolling software design, operations, maintenance, performance, monitoring, and enforcement. Jeff assisted WSDOT in the preparation of RFP documents for the I-405 Renton Phase 1 Design-Build project which included some of the SR 167 HOT Lanes Pilot Project components as part of this project. Show less SR 20 – Quiet Cove Road to SR 20 SpurJeff was the principal for the drainage design for this highway widening project for approximately 1.9 miles of roadway. The project included widening the highway, changes in vertical alignment, safety improvements, and upgrades to the existing drainage system to include water quality treatment and detention. The challenging engineering elements included a formal assessment of drainage options, creating conceptual design layouts, cost estimates of alternatives, and storm conveyance design. One of the drainage techniques was a series of ecology embankment soil zones, a cost-effective LID technique. Show less

      SR 520 - Medina to I-405 Eastside Transit & HOV Design-BuildJeff participated extensively in the proposal preparation, including preliminary design, alternative technical concepts (ATCs), MOT staging plans, staffing, contracting, and proposal review for this $306 million project. Jeff was the traffic design task force group manager overseeing the design of traffic operations analysis, maintenance of traffic, ITS, and temporary signals and illumination. Jeff also manages the master design schedule for this design-build project as well as design documentation tracking, reporting, analysis, and quality control review. He is responsible for scope, change orders, schedule, and budget for all Perteet staff and work efforts including temporary and permanent hydraulics and stormwater conveyance, TESC, fish and stream biologists, and environmental documentation. The GEC projects are consistently on-time and within budget. Jeff’s management responsibilities include ensuring all project controls, documentation management, communications, scheduling, contracting, and reporting are complete each month, as well as managing 19 subconsultants and related contracting, scopes, schedules, budgets, invoices, progress reports, communications, and audits. Jeff works with WSDOT staff to maintain communications at all levels. The projects include all aspects of design engineering including unique hydraulic and floodplain design, TESC, regulatory agencies permitting, MAP Team consultations, and public meetings and hearings. Jeff is also responsible for ensuring PRISM and Primavera P6 scheduling and cost accounting data are entered into WSDOT’s systems on-time each month. Jeff also ensures quarterly project reports and monthly progress reports are provided, with timely earned value reports, and that the Project Management Plan (PMP) is routinely updated with related communications, risk management, change management, QA/QC plans, contact lists, organization charts, project schedules, scopes, budgets, and team charters.       Office of Move Seattle Jeff is the Deputy Program Manager, responsible to help SDOT deliver the 9-year $930 million Levy to Move Seattle program. He closely tracks and analyzes the complex funding plans, spending plans, schedules, and deliverables. He closely coordinates and communicates with the seven divisions within SDOT to provide the best recommendations and guidance to meet the delivery commitments. Recommendations include project prioritization, alternative delivery options, and re-packaging. Jeff participates in the Change Control Board. He prepares the reports for the Director’s Office that gauge the status of all projects. Show less Elliot Bay Sewall Replacement ProjectJeff helps manage the utilities, WSDOT Ferries, and Fire Station coordination on this $330 million GC/CM project. He was able to step into this role and immediately adapt to the project without delay because of his strong background in alternative delivery and thorough understanding of large project delivery. He has been responsible for all coordination efforts with Seattle City Light, Seattle Public Utilities, WSDOT Ferries, and some coordination with WSDOT Tunnel Project, effectively adapting through many changing conditions. Jeff also made final coordination and presentations to the Pioneer Square Preservation District to receive the Certificate of Approval (CoA) for the project, attended open houses, and negotiated property lease terms with the Port of Seattle. He wrote several Memorandums of Agreements, over $80 million in task orders, position papers, letters, and memos, which demonstrate his thorough understanding and comprehension of communication. Jeff often uses graphics to help communicate subjects thoughtfully. He is organized and maintains his hard copy and electronic files up to date. When meetings are necessary he organizes expeditious meetings, prepares agendas, disseminates notes after the meeting with action items, due dates, and responsible parties identified. Show less Madison Street Bus Rapid Transit Jeff is the project manager for this highly visible $120 million bus rapid transit project with multiple consultant contracts with 18 consultants. He closely tracks and analyzes the complex funding plan, spending plan, Earned Value, and M/WBE utilization. He closely coordinates and communicates with FTA on the environmental approval and grant processes. Jeff has successfully led multiple public open houses for the project plus several dozen small community group meetings, with a close eye for public-friendly graphics, inclusive to all major languages of the communities. The project remains on scope, schedule, and budget despite the complex project and additional requirements of FTA for the environmental approvals. Show less
