      DUTIES AND RESPONSIBILITIES Identifying vendors of materials, equipment or supplies and to interview them in order to determine product availability and terms of sales and to maintain an updated data base of suppliers. Reviewing and confirming prices of requisitions and purchase orders for supplies and equipment. Maintaining records of goods ordered and received in consultation with stores manager and ensuring goods are delivered in time to avoid stock outs. Reviewing purchase order claims and contracts for conformance to company policy. Analyzing the market and delivery systems in order to assess present and future materials, services and goods availability. Participating in developing and implementing a purchasing and contract management instructions, policies, and procedures. Participating in development of specifications for equipment, products or substitute materials in liaison with users. Resolving suppliers and contractor grievances in consultation with the Group Finance Manager. Negotiating contracts and formulating terms and policies with suppliers. Reviewing, evaluating bid proposals and quotations to facilitate awards. Preparing bid awards requiring board approval as may be necessary. Arranging for disposal of surplus materials in consultation with Stores Manager. Overseeing filing and safekeeping of procurement records. Participating in preparations of the annual and termly procurement plans and to monitor the procurement department budgets in line with the annual/termly plan. To assist in carrying out interviews for procurement department staff and to oversee staff training. To assist in ensuring that all employees in the department are adequately supervised, utilized optimally and are assigned daily work program. To participate in procurement department staff appraisals.  Performing any other duties as requested by the Directors.
