Conceives, designs and implements changes/upgrades to the plant safety systems, process control systems, software, associated field equipment and MCCs. Acts as Client Representative on all matters associated with the above systems and significant expansions to facilities or new facilities.Essential Functions:Develops and maintains procedures to assure the condition of the process and utilities equipment will provide safe and reliable operation. Key deliverables are Basis for Design and Project Specification.Support the Identify & Assess phase in the delivery of modifications. This will primarily involve providing Electrical discipline input as required into initial scoping and business case development and an effective interface with the Appraisal team within Engineering. Support the Execute phase in the delivery of modifications. This will primarily involve providing Electrical discipline input as required into (detailed) design reviews, key equipment purchase orders, etc. including an effective interface with the Modification Delivery team within Gbaran-Ubie Project.Manage the local Electrical engineering skill pool, including provision of learning and development opportunities to develop local staff. Assure technical integrity of Gbaran-Ubie installations throughout their life cycle. This includes responsibility for the Technical Authority (TA) role for the Electrical discipline. The works include construction of 32 oil and gas well locations, platforms, construction of 75km length of roads, construction of 22No 7.3m wide concrete bridges scattered around the fields, site preparation of nine remote manifold locations, development of concepts, design and construction of various infrastructural off-site projects to support the Gbaran-Ubie Gas project. Show less The Magpie and Mampak total electrical power peak demand load is 1.75 MW and hence 3 (2N+1) unit of Saturn-20 GTG or equal size of machine is sufficient to cater for the project load requirement. 11kV system provides better voltage regulation and less transmission loss and hence 11kV, 60Hz, should be used for power distribution to entire offshore outstation platforms for Mampak field. Electrical power required for MGCP-1 complex is from local GT Generators 3 x Solar Saturn-20 Centralized power system is the key to development of MAMPAK field. Power supply to Mampak would be by submarine composite cable (consisting 3C x 95 Sq.mm, 11kV power cores, 10c x 2.5 Pilot wire and 12 single mode fibre optic cores) from MGCP-01. The tie-in point will be at HV ring main unit (RMU) and fibre optic splitter box for electrical and instrumentation respectively. 11kV system provides better voltage regulation and less transmission loss and hence 11kV, 60Hz, should be used for power distribution to entire offshore outstation platforms for Mampak field. The design package includes such as: Responsible for preparation of feasibility study report, VAR2, VAR3 report, project cost and conceptual design package. (value 450 million S$)Brunei National Master Plan – Feasibility study & Energy Management Plan study; Preparation of power contingency report and country future project data collection including co-ordination with Brunei government Department of Electricity Supply (DES) for next 30 year’s master plan. 3500 MW power demand will be expected the National power demand for next 30 years in Brunei including onshore and offshore. The FEED end products must be of sufficient quality, completeness, and detail to support competitive lump sum tendering for EPC execution with minimal contract change order risk. Manage the FEED contractor's Electrical system-related activities with respect to Electrical system engineering execution review and approval. Collaborates with Operations to maintain alignment on Electrical system scope of supply. Ensures quality assurance and production timing of the Electrical system engineering deliverables is in accordance with the approved project execution schedule. Responsible for the timely delivery of technical attachments and scope descriptions to all Electrical system-related purchase orders and owns the Electrical system-related technical attachments and scope description to all fabrication and construction contracts. Report quality issues by using Digital Inspection Tool (DIT). Review Site Acceptance Test (SAT) procedures, Participate in SAT, review and sign off SAT report, and prepare/review Site Integration Test (SIT) procedures as needed, including troubleshooting and testing /commissioning.
