      Primary staff advisor to the Illinois Adjutant General, staff elements, and operating officials on matters pertaining to manpower and human resources management for an organization consisting of 3,000 full-time and 10,000 part-time employees, with a payroll budget over 55 million dollars. Developed and administered state rules and procedures complying with policies prescribed by the National Guard Bureau (NGB), the Office of Personnel Management (OPM), Department of the Army, and Department of the Air Force. Established and maintained liaison with the U.S. Office of Personnel Management area offices, and other human resources offices across the 54 states and territories. Provided human resources management of all National Guard employees geographically dispersed throughout Illinois engaged in a variety of jobs under the Federal Wage and General Schedule pay systems as well as military and state pay schedules. Lead programs including recruitment and placement, position classification and management, labor and employee relations, equal employment opportunity, employee development and training, and related clerical and administrative functions for a workforce. Developed Human Resources (HR) planning strategies which consider immediate and long-term staff requirements. Received national recognition for effective HR management practices. Provided oversight of the Illinois National Guard’s homeland defense program including the state rapid reaction force, the counter-drug operations, civil support teams, and expeditionary medical support. Responses included requests for response capabilities that ranged from local to national and addressed contingencies and threats which included natural and man-made disasters, terrorism, weapons of mass destruction (WMD), critical asset protection, border security, civil disturbances, interstate compacts and federal mobilizations and deployments. Show less Managed the Army National Guard aviation program of the State of Illinois which included planning, coordinating, implementing and directing all Army National Guard aviation assets within the state. Direct responsibility included, aircraft maintenance, aviator flight instruction and proficiency programs, personnel management, facilities planning, budgeting, policy development and implementation, aviation safety, and aviation support for the accomplishment of various missions including the support of county, state and federal agencies. Served as the principal aviation advisor to the Illinois Adjutant General, and as a liaison with all organizations concerning matters relevant to aviation support. Determined program goals and priorities and coordinated joint activities with other agencies. Oversaw the preparation of a proposed annual budget for the state aviation program to include funding for aircraft repair parts, fuels and oil, and facilities. Conducted staff conferences to determine budget impacts caused by increased costs, changes in programs and policies, mission/weapons system changes, requirement for new facilities, and facility remodeling.
