      Financial engineering is a means to use the national or EU Structural Funds resources by providing financing to SMEs not as one-off non-repayable grants but as soft loans for business development, venture capital investments, guarantees provided to banks for loans of SMEs, etc. The role encompassed the responsibilities of managing the team which was responsible for designing the financial instruments (i.e. loans, guarantees, export credits, private equity and venture capital etc.) which would be accessible for SMEs in Lithuania in order to improve the access to finance for small and medium enterprises in the country. A very important role enclosed the design, implementation and monitoring of private equity and venture capital instruments in the country. I was one of the leading persons in Lithuania who was responsible for implementing venture capital instruments in cooperation with European Investment Funds. Private equity and venture capital activities in Lithuania are carried out by the JEREMIE funds. JEREMIE (Joint European Resources for Micro to Medium Enterprises) is a joint initiative launched by the European Commission (DG Regional Policy) and the European Investment Bank group to improve access to finance for SMEs in the EU within the Structural Funds framework for the period 2007-2013. Private equity and venture capital funds which carry out the activities under the JEREMIE initiative in Lithuania is financed from the EU Structural Funds under 2007-2013 Economic Growth Operational Programme of Lithuania. Hence it was extremely important not only to design the instruments which in essence would replicate the market practice, however at the same time correspond to all the necessary regulations of European Commission. The group ensures that under the EU's common commercial policy, member states do not undercut each other internationally and create unfair competition. The role included the sharing role between Chair and Deputy Chair to coordinate and manage the process, decision making, regulatory paper drafts etc. of Working Group among 28 EU Member States.
