      RESPONSIBILITIES Provide non-partisan technical advice to Members of Parliament (MPs) on Bills analysis, international agreements, budget and appropriation Bills. Administer Parliamentary Committees by facilitating Committee hearings, fact-finding visits, and preparation of reports for submission to plenary. Provide technical orientation to newly elected Parliamentarians, and liaise with Sector Ministries on Committee matters. Prepare speeches, policy briefs and position papers for the Speaker of Parliament and MPs.ACHIEVEMENTS  Initiated, developed and successfully managed the first internet connectivity service for the Parliament of Ghana. Successfully coordinated an innovative outreach program to deepen Parliament-citizens engagement. The Speaker’s Breakfast Forum. Recognized as the first Officer of a lower rank to ever accompany the Speaker on international missions to make a presentation to other Parliament – Kenya. Member of a small team that spearheaded institutional reforms of the Parliament including job classifications and placement.       RESPONSIBILITIES Lead in the evaluation of project requests and advise the Operations Manager on the soundness of project proposals for grant funding.  Responsible for preparation of project appraisal reports and presentation to the Project Review Committee (PRC) for review and recommendation for grant funding. Contribute to the preparation of the grant agreement, as well as the negotiation and signing thereof of projects being supervised. project supervisions and management - reviewing and approving work plans and budgets; overseeing preparation of M&E reports; ensuring timely preparation and submission of financial reports including audit and quarterly reports; facilitating recruitment and training of project staff. Oversee the conduct of country needs assessment, Country profiling as well as mid-term reviews of projects and programs. Lead in the preparation of project reports such as the quarterly activity reports, bi-annual reports and closure reports on projects.  Contribute inputs to the preparation of the Strategic Plan, the Annual Business Plan, Budget and Annual Report. Represent the Foundation in the various countries of supervision by liaising with the various African governments regarding ACBF interventions in those countries, including resource mobilization efforts. Preparation of Development Memoirs Series, involving interviews with top international and national public officers to share their perspectives on development issues. ACHIEVEMENTS  Successfully developed and managed the single largest grant facility of $10.5 million for innovative program in Science and Technology involving three sub-projects in three countries . Succeeded in turning a non-performing project into a highly acclaimed success story, resulting in the Beneficiary country passing a law to transform the project to a permanent Institute for capacity building funded from national budget .
