Providing strategic policy development support in health and social care projects.Driving and coordinating leadership and professional input to key strategies, policies and corporate initiatives to ensure that corporate/strategic projects meet objectives and deliver improved outcomes for service users.- Coordinating and supporting the implementation of the Children and Young People's Plan, including drafting the Policy Letter to the States of Deliberation and developing proposals for future governance;- Assisting with presenting proposals for changes to the Adoption Laws to the States;- Making recommendations for the improvement of healthcare governance arrangements;- Facilitating service design for improving community health services and implementing key strategic policies. Show less I was appointed Senior Policy Adviser for the Policy Council in October 2012 and I was seconded as Principal Officer to the States Review Committee to support the review of the structure and functions of government. The Committee presented its first stage report to the States in July 2014 proposing a reformed committee system, which was approved by a large majority. Although the seven members of the Committee started the review with very different ideas and positions on what reform might look like, unusually the Committee was unanimous in presenting its proposals for reform after their review journey over a period of 18months. At the close of my secondment the Committee was submitting its second report for States' debate with the detail of its proposals for reform of the political structure from May 2016.My role as Principal Officer included:- Planning the scope and programme for seeing the review to completion to meet political and stakeholder aims and expectations;- Project managing the review process to set milestones and expectations, focus minds on desired outcomes, review progress, keep momentum and engage members in the review process; - Providing high-level advice to the Committee on how to proceed with the review, identifying and managing key risks and exploring and testing options for reform;- Writing States Reports and various briefing papers for the Committee to consider. Show less I come from seven years in a scrutiny role; I was Principal Officer to the Scrutiny Committee from February 2008 and also Principal Officer to the Public Accounts Committee since April 2012, managing a small team to oversee a variety of reviews. I provided support to the Joint Committees (Public Accounts, Scrutiny and States Assembly and Constitution Committee) in the formulation of their March 2012 report on good governance, which required finding an accord between approximately 20 committee members.I joined the staff of the Scrutiny Committee in August 2005 as Scrutiny Officer. In my time scrutinising the performance of government departments I have overseen a variety of reviews including topics such as the distribution of milk; education policies; complaints and appeals procedures; monitoring States Resolutions; public engagement and land planning services. Show less I was the manager of the island’s traffic and transport services with operational responsibility for the Bulwer Avenue premises and services, managing twenty-five staff. I had a hand in formulating the original, and much maligned, Traffic Strategy in 2003; the introduction of the driving theory test; the green and yellow buses (they are not too big!); installation of speed bumps; the programme for the replacement and installation of new traffic lights; the new car registration certificates and demise of the old green log books...you know all the popular stuff.
