      I served as adjunct faculty instructing undergraduates in the Criminal Justice curriculum. I taught several classes on topics such as Criminal Investigations and Legal Aspects of Drug abuse. These classes utilized traditional methods of learning as well as experiential methods.

      As Chief of Criminal Investigations I commanded nearly 300 sworn law enforcement agents assigned to conduct a variety of investigations including narcotics trafficking, drug diversion, money laundering, organized crime, public corruption, insurance fraud, health care fraud, environmental crimes, child predator, gaming, & gun violence cases. I served as principle advisor to the Attorney General on law enforcement matters and on occasion represented the office in testimony before the General Assembly on issues relating to law enforcement. While under my command the office successfully achieved law enforcement accreditation and had a reputation as a progressive and professional agency which had earned the respect of our peers in local, state, and federal law enforcement.I am particularly proud of the fact that I began my career with the office as an entry-level agent and worked my way through the ranks in a variety of assignments statewide to ultimately retire as Chief of Criminal Investigations. I was the first career employee to achieve this, and one of two who have done so. Show less As Deputy Chief for BNI I served as Director of the Bureau of Narcotics Investigation statewide and commanded the narcotics agents assigned to 8 regional offices. BNI is the agency created by the General Assembly to specifically enforce the provisions of Pennsylvania's Controlled Substance, Drug, Device & Cosmetic Act. BNI agents conducted drug trafficking investigations, pharmaceutical drug diversion cases, administered the regulatory provisions of the act with respect to registrants dispensing controlled substances, including inspections, and operated the state's municipal drug task force program, as well as a clandestine laboratory enforcement program. I also worked extensively on Pennsylvania's Prescription Drug Monitoring Program.During my tenure BNI became recognized as a top drug law enforcement agency, with a reputation for conducting complex investigations using sophisticated methods targeting organized criminal enterprises, violent street gangs, and interstate and international drug traffickers, while still providing services to municipalities throughout the Commonwealth to provide local impact on emerging drug related crime & quality of life issues. Its funds are raised through annual assessments paid by nearly 400 auto insurance companies doing business in Pennsylvania. These funds facilitate a cooperative effort by the insurance industry, law enforcement agencies, and the citizens of the Commonwealth.
