  Responsible for planning, organizing, directing and coordinating the activities of four divisions which comprise Public Works; street maintenance, arborist/tree program, refuse/recycling and administration. Duties include but are not limited to; budget preparation (8M), equipment procurement, long and short term goal setting, employee growth, federal/state/local compliance, policy development, facility maintenance, and customer service for all departments. Also responsible for project management to include; bid output, project implementation, contractor collaboration, and follow through to include onsite inspections. Provide supervision to 40 employees who provide public works duties within 9.2 square mile city limits. I was also responsible for City of Winchester’s garage management for 3 years until the garage duties were reclassified under a different department. In this role, I handled all aspects of garage management to include oversight of the City’s fleet which consisted of: sedans, light trucks, dump trucks, refuse trucks, backhoes, rubber tire loaders, skid steers, snow removal equipment, mowers and small equipment. I ensured vehicles were scheduled for maintenance and repair and returned to their respective departments in a timely manner. Management included fiduciary responsibility of a one million dollar operating budget. I supervised five garage staff (one shop foreman and four mechanics). With regard to employees, I was responsible for hiring, supervision, development, annual evaluations, and disciplinary processes. I also ensured the accuracy of accounts payable and handled large equipment purchases. My responsibilities included shop maintenance and safety for OSHA regulations.
