  Mr. Ong reports to the Chancellor of the Academy, and was the chief executive officer implementing the mediation component of JURIS under the auspices of the Philippine Judicial Academy, the Canadian International Development Agency (CIDA) and the National Judicial Institute of Canada (NJI). In such capacity, he is responsible for the over-all design and management of court-annexed mediation pilot sites, from recruitment of mediators, mediation training for judges, mediators, lawyers and litigants, and setting up of systems and structures in pilot site. At JURIS, Mr. Ong implemented the country’s first judge-mediator program called Judicial Dispute Resolution (JDR), which was eventually institutionalized into the court system. His duties require him to forge partnerships and build alliances with involved communities and instrumentalities within the justice system of the country, comprising of trial judges, lawyers, court staff and local government officials to ensure stakeholder support and buy-in of the project. At the end of his term, the project had more than a hundred private mediators and two hundred judges-mediators, with a combined settlement rate of 50%. Show less

  Intellectual Property Office of the Philippines

  (1) the strategic re-direction of the office towards a 2020 3D-IP Vision for an IP-Conscious Philippines in a demystified, democratized & development-oriented IP system, which is implemented through a results-based management structure; (2) revision of the Implementing Rules & Regulations for Patent, Design and Utility Model Registration; (3) issuance of the Patent Examination Guide for Second Medical Use Inventions to implement the "Cheaper Medicines Act;" (4) proposal to strengthen IP Enforcement through specialized IP courts and special rules for court proceedings in IP litigation, which the Supreme Court subsequently adopted into law under AM No. 10-3-10 SC; (5) working out the legislative amendments to create a copyright bureau and implement the internet copyright treaties; (6) initiated an LLM Program in intellectual property law with a premier law school in the country; (7) worked on the process re-engineering and IP information database cleanup together with the installation of an Integrated IP Management System; (8) establish a franchise system of Technology Transfer Offices called ITSO’s in 39 Philippines Universities; (9) creation of the ADR facility comprising of both mediation & arbitration mechanisms; (10) forged an Inter-Agency Technical Working Group for Traditional Knowledge, Traditional Cultural Expression & Genetic Resources; (11) Designed and launched the country’s first patent subsidy program valued at P118 million (US$2.8M) to support innovation in universities; and (12) orchestrated the first official visit of the Director General of the World Intellectual Property Organization to the country. Show less I provided policy & legislative recommendations to the Government of the Philippines to implement a coherent domestic national IP strategy that is aligned with international principles and practices. I represented the country participates actively in international discussions on various IP issues and represents the country in the regional working group for IP cooperation in the ASEAN comprising of nine (9) IP Offices. I also spearheaded the strategic initiatives of the IP office, which includes the following: (i) office modernization and automation, involving trademark, patent and design registration process re-engineering; (ii) creation of an alternative dispute resolution (ADR) mechanism annexed to the quasi-judicial bureau of the office; (iii) establishment of technology transfer offices in universities; and (iv) pilot test of new delivery platforms to recognize and protect traditional knowledge, traditional cultural expressions and develop a geographical indication (GI) system in order to use IP for development and reach more IP stakeholders in the country; (v) accession to international treaties such as Madrid Protocol and Hague Agreement.
