  Mr. Herbert provided acquisition, systems engineering and programmatic support to the DD(X) and LCS Integrated Warfare Systems Coordinator/Ship Integration Manager. He coordinated all aspects of ACAT I Warfare System development and acquisition across diverse government and industry teams. He developed and monitored over $14M in Field Activity funding for the DD(X) Combat System Technical and Human System Integration Teams. Mr. Herbert also coordinated Manned Space and Warfare System Optimal Manning requirements and specification development and NAVSEA 03 Technical Authority reviews and Design Review approvals. Mr. Herbert managed six-member team responsible for development, test and fielding of combat system computer programs supporting all in-service Aegis ships. He developed and monitored over $20M in Field Activity funding for Aegis baseline development, operational evaluation and Fleet delivery. Mr. Herbert was a key enabler in the first Follow-On-Test and Evaluation of an Aegis Baseline through his development and implementation of a Commander, Operational Test and Evaluation and Fleet accepted strategy to address resolution of high priority Software Trouble Reports. Selected areas of domain expertise provided include strategic and operational planning, Congressional and public affairs, ACAT 1 acquisition planning, human capital management, IT network support, information assurance, cyber security test and evaluation planning and execution, key management architecture and infrastructure test and evaluation and test and evaluation executive policy development.Within Alion, Mr. Herbert initiated the development of and serves as the Director of the Acquisition Program Management Group Project Management Office. In this capacity, Mr. Herbert has developed and delivered multiple training programs in support of Project Management Institute Project Management Professional certification for which he has attained Project Management Institute Registered Education Provider certification.
