He represented the Fleet Programming Directorate in the development of the $240B Future Year Defense Plan and was responsible for the coordination and development of Atlantic Fleet reclama to Program Budget Decisions. He additionally defined and executed the ad hoc responsibility of Atlantic Fleet Congressional Budget Advisor, developing a daily CINC and senior staff synopsis of congressional defense budget activity.
