      Project Analyst

      Served as a Project Analyst responsible for providing comprehensive technical support in the management of military construction, repair, and maintenance service contracts within Area II. Prepared technical scope of works, sketches, drawings, and independent government cost estimates of indefinite-delivery contract task orders such as JOC, IDIQ, and MATOC. Participated in the initiation and renewal of various Indefinite-Delivery Indefinite-Quantity type construction contracts and annual service contracts. Provided technical scope of works, independent government cost estimates, sketches, and location maps drafted in CADD. As part of the US Army Contracting Command Korea construction contract acquisition process, participated in source selection evaluation boards with the responsibilities of reviewing technical execution plans and cost estimates submitted by the bidders to ensure accuracy, adequacy, correct application of design principles and standard engineering practices specified in the Army standards. Subsequently, prepared the evaluation reports, which were provided to the Contracting Officers to facilitate the finalization of award documents.Maintained an electronic database for weekly construction project status briefings to the Garrison Commander. This involved managing activities to ensure the database remained up-to-date, including electronic drawings, job-site photographs, and documents in various file formats, such as MS Office applications, MS Project, Visio, Adobe Acrobat, and AutoCAD.       Serve as a Construction Specifier responsible for a wide range of professional engineering works relative to the project manuals and technical specifications of Military Construction (MILCON), Operations and Maintenance (O&M), USFK Base Relocation Program (YRP), Land Partnership Plan (LPP), and Host-Nation Funded (In-Kind) projects in Korea. The facility types of assigned projects include Access Control Point, Aviation Hangar, Barracks and Dormitory, Brigade and Battalion Headquarters, Company Operations Facility, Community Service Center, Chapel, Child Development Center, DoD Schools, Dining Facility, Low-Rise and High-Rise Family Housing, Fire Station, Physical Fitness Center, Tactical Equipment Maintenance Facility, Training Support Center, Unaccompanied Officers Quarters, and Warehouse. Develop and maintain the District Guide Specifications in accordance with DoD standards, Unified Facilities Criteria (UFC), and Unified Facilities Guide Specifications (UFGS) to provide the architectural and engineering (A&E) firms designing USFK construction projects with facility design and construction criteria. Being a part of the District Project Delivery Team (PDT), contribute to the construction contract acquisition with responsibilities that include preparing electronic bid sets encompassing general construction requirements and technical specifications for both Firm-Fixed Price contracts and Indefinite-Delivery contracts, such as JOC, IDIQ, and MATOC. These projects included Child Development Center (CDC), DoD Elementary, Middle, & High Schools, 8th US Army Tactical Equipment Maintenance Facility (TEMF) Complexes, Army Family Housings, Confinement Facility, and Central Fire Station at USAG-Humphreys.As the primary design team lead and point of contact throughout the entire project duration, prepared the project specific Design Quality Assurance Plan (DQAP) in collaboration with the design teams, the district technical review board, the Pacific Ocean Division Regional Technical Center (POD RTC), the USACE Center of Expertise (CX/MCX), the US Army Center of Standardization (COS), and other stakeholders. Coordinated with design teams and project managers to ensure that proper design schedules were developed and adequately resourced to execute the tasks. Monitored the performance of the design teams against the quality management goals and made necessary adjustments. Participated in After Action Review (AAR) meetings to share technical lessons learned for future similar project executions.As an authorized Contracting Officer’s Representative (COR) of SOFA A&E Design Service Contracts, performed contract administration and quality assurance oversight in accordance with the Federal Acquisition Regulations (FAR) processes, including the performance evaluation through the Contract Performance Assessment Reporting System (CPARS).
