      Lead activities related to health data management and compliance. Supervise all activities related to the collection, processing and auditing of all hospital data, including case mix and financial data. Implement audits and other data review activities to ensure data submitted by regulated entities is compliant with HSCRC requirements, and recommend sanctions when submitted data does not meet standards. Responsible for activities related to sharing HSCRC data, acquisition of external data sources and interagency data integration and coordination efforts, ensuring all relevant state and federal laws and policies are addressed.Oversee the development and implementation of programs for the periodic auditing of the records and financial operations of all hospitals under the jurisdiction of the Commission. Assist in the formulation and application of the conceptual and technical framework of the Commission’s rate setting methodologies. Ensure that new and modified methodologies are in conformance with Commission principles, policies, and regulations.Develop, implement, and maintain HSCRC’s strategic and comprehensive data governance program. Work with senior leadership, and IT Manager to establish the vision, mission, strategy, and data governance structure. Ensure all data-related policies and procedures are up-to-date and fully aligned with national standards. Provide Subject Matter Expertise related to data privacy and compliance with state and federal laws and regulations. Evaluate implications of existing and proposed state and federal policies on data collection, processing, storage, or dissemination of HSCRC patient level data and develop a plan to address concerns. Serve as an information privacy resource to the organization regarding release of information and all privacy related issues. Represented the Commission and participate on task forces and work groups charged with development and/or review of Commission and statewide policy regarding health care data.
