      Provided consultation and technical support to agency Executive and Operational leaders, program managers, and project managers in the areas of performance interventions, curriculum development, program design, and improvement project implementation. Directed planning, management, and implementation of the Offender Management Network Information (OMNI) project Phase II. Applied advanced management principles and skills to plan and manage external vendor and stakeholder relationships. Oversaw the activities of the prime contractor, led budget development, managed and reported expenditure of project funds as intended by the legislature and in accordance with funding statutes. I established a team of business analysts to help determine operational business requirements for one of the state's largest software development projects. I designed and delivered a variety of training including an instructor development course and a computer lab training to help corrections professionals state-wide learn to use a newly developed Offender Accountability Plan - custom-built software. As a member of the start-up team, I helped prepare for and open a new state prison - Stafford Creek Corrections Center. I managed projects, designed offender programs (Parallel Community), trained instructors for the Correctional Worker Core Academy, and established policies and procedures. I designed and implemented a mobile offender supervision unit (South Bend Field Office), lead multi-agency search and arrest operations, developed and delivered training for instructor development, self-defense, CCO Academy, CCO Re-qualification, and was a member of the Pacific Co. Sheriff's Department Inter-agency SWAT team teaching firearms and tactics. At the Washington State Reformatory, controlled offender movement inside the prison, deescalated offenders, and was the first custody staff person trained to facilitate the Breaking Barriers Program to teach offenders skills to help them not return to prison.

      Helped launch WA state government's Lean transformation journey - including Governor Gregoire's Executive Order 11-04. Established a guiding coalition, made up of agency directors, for the Lean Transformation Journey. Established no-cost partnerships with more than 240 Lean experts from the private sector (107 companies) resulting in thousands of hours of advice, training, coaching, and tours for state government employees, including delivery of 64 hours of Lean classroom training for 72 state employees in 27 Executive Cabinet agencies to create certified Lean Practitioners. Coordinated 36 Lean Value Stream Mapping efforts to remove waste from processes in 27 Executive Cabinet agencies. Established no cost coaching relationships between private sector Lean experts and 72 state Lean Practitioners. Coordinated private sector expert presenters for monthly Lessons in Leadership series attended by 300-400 senior leaders in state government. Established a Lean Practitioner Community of Practice (CoP) to develop employee skills in using Lean principles/tools; this CoP has steadily expanded from start up to over 1,100 members throughout state government. Established a Lean Advisors Community of Practice to develop skills in using Lean principles/tools and help align Lean journey efforts across 53 goal council agencies. In 2012, led the creation of the now annual Washington State Government Lean Transformation Conference, a 2-day event with more than 50 presentations by private sector Lean experts and Lean practitioners from WA state and local government, attended by more than 2,500 participants. Show less Designed and implemented a new process the Deputy Director used to align senior leader performance expectations with the Department's strategic plan. Designed and implemented a predictable and repeatable project management process for the Department's bi-annual strategic planning cycle. Documented (using cross-functional flowcharts), and developed performance measures for the entire Department's key business process. Re-designed the Department's technical advice process (using Lean techniques - flow and waste elimination) and implemented a SharePoint workflow solution that enabled performance measure monitoring. Implemented Information Mapping (structured writing) resulting in increased tax collection from targeted industry letters and increased clarity of communication to taxpayers and employees. I assess the business needs of our government organization clients (using the Lean Government Framework), establish inter-agency agreement contracts, and match up the best subcontractor-resource from our Government Consulting Services team to help our clients improve.
