      This research was conducted with CWLR partners, NACDOR and NMPS. Dalit women’s access to government resources was explored to understand if education, skills, credit options, natural resources, housing and land as resources had increased livelihood opportunities to alter the resource base for Dalit women in India. Dalit women lag behind in education and skills, credit, access to natural resources in particular land, housing and services. Even where schemes exist such as the SCP and Women’s schemes, they do not reach Dalit women, with the exception of those with political patronage. Discrimination across different institutional sites, from the household and community to the state and markets, and the pervasive violation of their human rights, implies that even when Dalit women gain access to resources, they are unable to translate it into improved welfare and wellbeing over a period of time.
