The second stage : consists of “two” steps.Step one : is for the collected data to be analyzed to determine the best scenario to control the traffic lights,i.e, which traffic lights will be "on", which ones will be "off" and for how long exactly.Step two : is basically where the results of that analysis are utilized to control the traffic lights.
