Conducted a regional aquaculture study to analyze the potential for aquaculture in the County and to determine where it should be allowed and under what conditions. Reviewed and commented on proposed shoreline legislation and worked with the County Shoreline Advisory Committee on revisions to the County Shoreline Master Program.Mapped and wrote new zoning code provisions dealing with wetlands, steep/unstable slopes, flood hazard/ponding areas, critical water recharge areas, and critical wildlife habitat areas. Managed four student interns in the development and completion of a detailed County-wide land use survey that is computerized for tabulation, mapping, and updating. Also worked with a County appointed Task Force in the evaluation and mapping of all valuable agriculture and forest lands in the County for inclusion in two new Agriculture and Forest zones where such lands are preserved through a program involving the transfer of development rights. Conducted a study of the County Comprehensive Plan and Shoreline Master Program and pursued adoption of various amendments thereto to achieve greater consistency, simplify the permit process, and improve the ability of the County to deal with various shoreline uses including aquaculture, commercial development, docks and piers, landfills, marinas, recreation, residential development, and utilities. Developed the county's first Flood Hazard Ordinance and succeeded in getting it adopted.
