  Ryan currently manages the Strategic Planning Division, which is responsible for planning, performance, and other strategic efforts at NDOT. Ryan and his team lead initiatives for the Department related to strategic planning, transportation planning, performance management, and business intelligence. Ryan managed the Rail, Transit, and Lean Six Sigma teams at NDOT. Additional responsibilities included efforts related to transportation planning, freight planning, traffic forecasting and the administration of Federal Planning Funds. He also assisted in efforts related to performance management and business intelligence. Responsibilities included the administration of Federal and State Rail Safety Funds, Federal Transit Administration's Grant Program, and permitting of over dimensional vehicles. Ryan also assisted in the coordination of Federal and Department performance measures. He also served as the agency sponsor for Lean Six Sigma deployment. Responsible for the safe and efficient flow of traffic through efforts related to signal warrant studies, safety studies, corridor studies, traffic simulation, speed studies, etc. Used the results to inform decision making related to roadway geometry, roadside features, safety improvements, capacity improvements, changes to speed limits, etc.
