  Under general direction, to plan, direct, supervise, and coordinate the management of the District’s fleet assets, facilities, and the irrigation system. Provide a highly responsible and technical staff assistance; and be involved with the planning and designing of District facilities, fleet compliance plan, and the irrigation system.Review plans, drawings, and applications for irrigation system structures and make recommendations with regard to their feasibility. Through routine inspections from staff, water distribution, and civil engineering, determine irrigation system and other District facilities needs in regards to new construction, maintenance, or repair. Oversee the operation, maintenance and inspection of District and rental pumps, District and ID pipelines, equipment operations including the use of hydraulic cranes.Irrigation system maintenance and the District’s facilities in broad areas of responsibility which cut across several areas of specialization including the areas of fleet asset management, maintenance welding, steel structural fabrication, HVACR (Heating, Ventilation, Air Conditioning and Refrigeration), indoor air quality, general facility maintenance and cleaning, which includes compliance with all regulatory local, state, and federal programs.Manage the District’s fleet assets by formulating long-range asset utilization plans, budgets and reports. Manage the maintenance and upkeep of District facilities landscaping, custodial functions, and construction crews working on District facilities, including District houses. Monitor and track budgets, materials and equipment used and provide regular update to management to insure projects are completed in most efficient manner possible.Prepare and administer the Construction Maintenance and Fleet Department’s operation and maintenance budget, the yearly and five-year capital budgets. Assist other District departments and divisions with their budgets. Show less Supervise the operation and training of all District used equipment including but not limited to, skid steer, backhoe, loader, dozer, grader, paddle scraper, low bed, crane, dump truck, and water trucks. Supervise and direct all training with weed, willow, moss, and rodent control activities. These activities include chaining of District canals for aquatic weed removal, chemical treatments for moss and other aquatic weed growth, excavation and compaction of canal banks due to rodent damage. Prepare and maintain a variety of records and reports, including all information necessary for pesticide and chemical usage. Keep up to date on all laws and regulations for pesticide and chemical applications. Act as the District’s agent for county and state transportation permits. These permits included over height, overweight, over length. These actives include designation of haul routes and deployment of pilot cars as required. Prepare, monitor and track budgets, records, reports, cost estimates, materials and equipment used and provide regular update to management to ensure projects are completed in most efficient manner possible; including inspection forms for the Safety and Security Division. Requisition needed supplies and materials. Direct, evaluate and train staff. Assign projects and review completed and in-progress work. Give input and modify work methods to get best results for the District. Coach, counsel and discipline staff as needed. Monitor performance and provide feedback on an ongoing basis, and conduct annual performance evaluations.
