      Administered Revenue Billing System, comprised of 3 separate SQL Server 2005/2008 installations. Served on the selection committee for this system, which performs the taxation of approximately 190,000 vehicles (as well as boats, recreational vehicles, and airplanes) and 16,000 businesses (including their applicable meals sales, admissions collections, lodging, vehicle assessments, and income). Also hosts real estate tax relief program for approximately 4,000 elderly and disabled Norfolk residents.Utilized T-SQL data models and transformation queries to create annual bill runs, provide trending analysis of the fleet of Norfolk vehicles, and monitor all reported business revenue collections. Subsequently used this data to determine the annual state tax relief provided to all Norfolk citizens based on vehicle fleet analysis.Maintained both an external and intranet web presence, with our external website averaging approximately 20,000 hits per month. Both sites was initially developed using a combination of ASP, JavaScript, and SQL Server 2005. My team and I continually created applications for personal property tax, business revenue tax, state income tax preparation, business auditing, taxpayer compliance, and administration purposes.Instituted a team to image and administer electronic records, as well as comprehensive records management policies in compliance with all Federal and State document retention schedules and rules.Successfully created a series of applications that employed RFID (radio frequency identification) to register, track, and credit participants for all Virginia Commissioner of Revenue Association conferences. Paired cost-effective RFID stickers adhered to badges with a wand reader to record student class attendance, registrations, and meal disbursements. Show less Serve as a senior database developer for division-wide student information system, based on the APEX 4.1 and Oracle 10g DBMS platforms. Provide data transformation and analysis for more than 40 million records. Converted data from the previous Oracle 10i-based system into current Oracle 10g based solution. Currently converting data into SQL Server 2008 DBMS back-end of .NET application. Following SDLC guidelines, created bolt-on PL/SQL-based solution in 2012 to roll student data from year to year. This process supplanted the one provided with the software due to its inability to comply with business processes.Developed a comprehensive PL/SQL-based grade calculation process in 2013 to perform the calculation of all student final grades based on marks received in grade books, marking periods, and exams. Process performs the appropriate steps to account for condensed marking periods, student movements during school year, missing entries, and marks of “Incomplete”. Software also accounts for teacher override and changes in division policies (e.g. automatic failures for students who skip semester exams).Created a series of PL/SQL-based processes in 2011 to marry up all elementary teachers, students, and rooms and produce schedules based on input from school administration.Produce semi-annual reports required by the Virginia Department of Education through PL/SQL scripts to cull required information. Perform error-checking and validation to reduce the number of “fatal error” submissions through a series of custom-created packages, functions, and procedures.Create custom modifications and enhancements that change the nature of the software to extend functionality and save costly vendor development fees. Changes are implemented through a mixture of Oracle’s Application Express 4 software as well as a combination of web (AJAX), Java, and database (PL/SQL) technologies. Show less
