      The only high security hospital in Scotland providing care for patients deemed a danger to themselves or others. Reporting to the General Manager, key responsibilities were:* Advising the Board, General Manager and Directors on all HR strategy and operations.* Developing and implementing Board policies and procedures as key levers for change.* Management of all HR processes in the organisation.* Management of the Support Services functions including maintenance, catering, IT, stores and quality systems (ISO9000, Chartermark). Staff of 60 with a budget of c£2.5 million.Major achievements included:• Award of "Investor in People" status after 18 months - first hospital in Scotland to achieve this.• Project management of the successful implementation of a new computerised HR information and finance system.• Introduction of new and effective systems for recruitment & selection, performance management (senior managers), staff development & training, consultation and communications (implementation of a "Communications Charter"). All targeted at facilitating change and impacting favourably on the culture of the Organisation.• Successful introduction of local pay bargaining in a difficult multi-union environment.       In April 2005 VisitScotland merged with 14 local Area Tourist Boards, going from an organisation of 200 staff in 2 buildings to one of 1100 staff spread in 150 locations throughout Scotland. Major achievements included:• Working in close collaboration with the Board, Chief Executive and Directors, successfully project managed all the human resource processes required to implement the merger with 14 local tourist boards including the development of a new organisation structure and staffing of this structure through level transfers, internal / external recruitment and downsizing where required.• Recruited staff to strengthen the HR Team and project managed the 6 HR project streams required to undertake this large, high profile and politically sensitive change process.• Oversaw recruitment of the top team, and facilitated systems to allow exit from the organisation, at every level, where necessary.• Successfully oversaw all staff and union consultation necessary to develop new employment policies and procedures and move toward one set of coherent, consolidated terms and conditions. This included the implementation of job evaluation and a new pay and grading system.• Set forward human resources strategy for the new organisation including setting up the new HR & Learning and Development Department structure and agreeing the key HR priorities for the organisation.• The project was successfully completed on time and within the agreed budgetary resources. It is responsible for such things as health, education, justice, rural affairs, and transport and manages an annual budget of more than £30 billion. The Scottish Executive Health Department (SEHD) leads the central management of the NHS and employs around 600 staff of which 200 are short-term secondees from the wider NHS.Major achievements included:• Advising Directors and the senior management team of the SEHD on the staffing implications of restructuring the Health Department, overseeing the process, and dealing with all aspects of staff recruitment, matching and deployment as necessary.• Assisting the Mental Health Tribunal Service with a major restructuring.• Implementing a process of workforce planning within SEHD to improve workforce utilisation.• Advising the Chief Executive of the NHS in Scotland and other Directors on best recruitment practices for key senior SEHD posts.• Supporting the Scottish Executive Human Resources Department in a major restructuring through implementation of a shared services centre / business partnering model. A two year deal was successfully agreed.• In collaboration with the Board Chairman, manage the arrangements for ongoing pay and reward for the VisitScotland Chief Executive and senior staff.• Review of a limited company wholly owned by VisitScotland with recommendations for future management and funding arrangements.• Develop the future reward strategy by setting the direction of a flexible benefits package for staff.• Project manage the move of staff on to harmonised terms and conditions. Major achievements included:• Providing strategic advice to the Board and Executive team over the full range of human resource issues in a climate of significantly reduced funding and challenging health delivery targets.• Restructuring the HR team to better align with organisational priorities, make better use of available skills and reduce overall costs.• Managing the partnership process with recognised trade unions to ensure the effectiveness of joint terms and conditions negotiations and HR policy development.• Overseeing the completion of the organisations Agenda for Change project. This was a job matching / evaluation exercise for all posts in the organisation as part of the NHS pay modernisation initiative. • Managing a complete review of recruitment processes to ensure quality issues were addressed and costs were more closely controlled.       The Care Quality Commission is a new ‘super-regulator’ formed from three previous regulatory Commissions to inspect and regulate health and social care provision in England. It came into force on 1st April 2009. The assignment was originally for 3 months but was subsequently significantly extended to 2 years. Significant achievements included:• Head of HR and Business Partners - Managing the HR Business Partners and HR operations staff in providing comprehensive advice and central administration /shared services to the organisation.• HR Consultant - Providing change management and project management expertise in relation to the formation of the new organisation, including providing an interim HR service, managing the merger of HR Information / Payroll Systems as well as project managing a complex job matching and appeals process to ensure the safe transfer of over 2000 employees to the new organisation.• Policy and Reward Manager - Being responsible for project managing the implementation of a new HR Information System (ESR) and the outsourcing of the organisations payroll function to an external provider.• Employee Relations Manager - Providing expertise in the internal consultation and negotiation process with 5 recognised trade unions at a time of significant change and downsizing in the sector.
