These post will cost of the order of 65 million Euro.I was responsible for: designing and leading a functionality study to determine the existing practices and future needs of a JBP; developing the concept design that has become the basis for the detailed design by the architectural and engineering consultant undertaking the design; leading the organisation of workshops to "sell" the design to beneficiaries and agree the evolving design at key stages; preparation of terms of reference, procurement notices, contract documents (works and supervision using (EU standard docs)), planning of the project implementation and monitoring the works on three sites. This covered road user charges, the creation of a road fund and roads authority and the establishment of maintenance management systems within a Maintenance Management Unit with a staffing strategy (roles/duties, organisation) and a manual for drafting Standard Operating Procedures.Developed a system for monitoring and evaluation of the works phase of road works contracts (time, cost, quality and contract administration) and a set of standard tender documents for routine maintenance works. Prepared ToR for specialist services and in collaboration with MPW drafted the Road Asset Management strategy for GOL. Trained contractors in pricing for works and the management of project finances and produced a video for use by the MPW staff and following cohorts of contractors. Show less Project for the operationalisation of three Joint Border PostsEU Framework Contract to prepare contract documents for the finalisation of the works for the infrastructure (buildings, transport, IT) of 3 border posts and identification of the next steps to make the posts operational. This entailed (for the IS) developing the action plan for the EU and regional organisations (UEMOA, ECOWAS), and terms of reference for: agreements and approach to management and operation of the posts (with a regional approach), standard operating procedures, training courses and manuals, procurement of equipment and furniture.
