This covered road user charges, the creation of a road fund and roads authority and the establishment of maintenance management systems within a Maintenance Management Unit with a staffing strategy (roles/duties, organisation) and a manual for drafting Standard Operating Procedures.Developed a system for monitoring and evaluation of the works phase of road works contracts (time, cost, quality and contract administration) and a set of standard tender documents for routine maintenance works. Prepared ToR for specialist services and in collaboration with MPW drafted the Road Asset Management strategy for GOL. Trained contractors in pricing for works and the management of project finances and produced a video for use by the MPW staff and following cohorts of contractors.
