Doug is directly responsible for the development of reconstruction alternatives and conceptual engineering for alternate roadway configurations, including aerial and tunnel structures to replace the existing viaduct.SR 520 Bridge Replacement and HOV Program—Environmental Impact Statement and Preliminary Engineering, Seattle, Washington: civil design project manager responsible for task order management and civil design. The SR 520 Bridge Replacement and HOV Program is a top priority for the state and cities in the region. This 11-mile (18-kilometer) freeway project includes replacing what is currently the longest floating bridge in the world. Approximately 115,000 vehicles carrying 155,000 people travel the bridge every day. The proposed alternatives will create new structures that meet current structural and environmental standards with shoulders and a bike/pedestrian path through the entire project corridor. The latest program cost estimates range between $4.56 billion and $6.67 billion.State Route 520 Floating Bridge and Landings Design Build Contract. The work supports WSDOT’s implementation of the ARRA Task 2, Point Defiance Bypass Track and Signal Improvements Project, for the PTC system. Washington Department of Transportation (WSDOT), Cascades High Speed Rail (HSR) Program, Quality Engineer, February 2017 – July 2017, Olympia, WA.As Quality Engineer, Mr. Chappell is implementing a Quality Management Plan for this complex, $880 million inter-city passenger rail program. This FRA ARRA funded program involves rail system upgrades and expansions spanning multiple jurisdictions with multiple infrastructure owners within the Washington State section of the Cascades Rail Corridor that runs from Eugene, Oregon to Vancouver, BC. The quality program includes systematically deployed performance assessments that use risk profiling and associated requirements verification to assure that contractual, regulatory and funding requirements are being met. Sound Transit, East Link Final Design, Quality Manager, 2012 – 2017, Seattle, WAMr. Chappell was the Quality Manager on Sound Transit East Link-South Bellevue to Overlake Transit Center Final Design consultant team managing the internal and external design reviews and internal quality auditing of the design of the elevated guideways, tunnels, eight (8) stations, and at-grade facilities on the 7 mile long East Link SB to OTC Light Rail Transit Project.
