  Tom is the Principal in Charge of FERC Licensing and Planning at Gomez and Sullivan. In this role, Tom provides strategic assistance to clients in the evaluation of plant upgrades and expansion as well as the conduct of environmental analysis needed to meet the requirements of the National Environmental Policy Act. This strategic assistance includes licensing process design, planning and management of feasibility and scientific studies, license document preparation as well as negotiation, facilitation and mediation services associated with settlement agreements.Tom’s areas of specific technical expertise include water quality monitoring and modeling, hydrologic and hydraulic analysis, instream flow analysis and energy modeling.
