Investigated cause of under-reported system utilization via the COTS packages by analyzing System Management Facility event records, and by monitoring utilization via hardware wire wrap pin status. Wrote code to demonstrate the correct utilization calculations, thereby increasing data center revenue. Wrote simulator for job scheduling service to investigate the impact on system throughput of different threshold settings. Simulator used to model different settings that would increase throughput, effective utilization of the system, and revenue received by the data center. Recommendation to tie IT manager compensation bonuses to achievement of goals was accepted by senior management. 4) Led technical support team that designed, implemented, and supported virtual environments to provide “Year two thousand” test platforms for all mainframe applications for the District of Columbia. 5) Provided technical leadership to a project to automate receipt, storage, and data quality evaluation of health records for the DoD Military Health System. EKAinc was retained by the Defense Health Services Systems Program Executive Office (DHSS PEO). Mr. Eberhardt performed in individual contributor roles, such as the Clinical Data Mart technical lead, and consulting roles, such as advising the program office on implementation of Defense Acquisition University system engineering best practices, Information Technology Infrastructure Library (ITIL) service management best practices, and data management best practices to support incremental and agile development activities, and the relationships between Program Offices and the Program Executive Office. Mr. Eberhardt designed an underpinning contracting model and wrote Performance Work Statements and associated documents to achieve the combined goals of strategic sourcing and component sourcing required by DFARS 207 for the DHSS PEO while incorporating the transition to agile development.
