      III. RESPONSIBILITIES AND ACCOUNTABILITIESEmergency Health Response and Capacity Development - 1. Assist the Migration Health Officer (MHO) in overseeing all of IOM’s daily operations in relation to emergency and outbreak response and International Health Regulation (IHR) activities within Afghanistan and act as liaison focal point for cross border activities in collaboration with IOM’s internal and external stakeholders.2. Identify and mobilize all required services and partnerships in order to position IOM to provide emergency health activities in collaboration with the Ministry of Public Health (MOPH), Health Cluster, other relevant ministries inclusive of Ministry of Refugees and Repatriation (MORR) and internal IOM units.3. Ensure regular reporting on IOM activities including against key performance indicators and share important developments in relation to the evolution of the migration health activities in the country with senior programme staff and partners. Coordinate closely with MHU Information Management, Cross Border Return and Reintegration, IOM’s Displacement, Tracking Matrix (DTM) teams and programme support units to produce internal and external sitrep, Maps and newsletters.4. Organize and facilitate workshops and trainings for multi-sectoral stakeholders on preparedness and response activities on disease outbreaks and IHR implementation.5. Ensure required technical, logistical, information management and financial support is provided to IOM’s government partner, the Ministry of Public Health (MoPH). This includes providing feedback on the progress of the projects.6. Coordinate with the Migration Health Officer and the Procurement and Logistics Unit, track the procurement and delivery of essential equipment and supplies, and establish a supply chain management system to monitor Points of Entry (POE)/ Points of Control (POC) material consumption and ensure efficient use of resources donated by IOM.
