    • Systems Planning and Analysis, Inc

      Aug 2010 - Jul 2014

As Deputy Group Leader, directly supported Sr. Vice President in the day-to-day operations of profit/loss center (averaging annualized sales of $12M) while providing direct oversight/supervision/mentorship to a 20-plus member team of engineers/acquisition analysts charged with delivering systems engineering, programmatic, and technical knowledge-based services to various Department of Defense (DoD) clients. As Program Manager, was responsible for developing detailed work plans, assigning tasks, developing budget requests, managing execution of funds, as well as synchronizing expenditure projections and rates with work scheduled/budgeted/accomplished. As a Sr. Acquisition Analyst led cross-functional teams in execution of integration efforts during Analysis of Alternatives (AoA) activities for the Long Range Standoff (LRSO) Weapon. Additionally, provided direct subject matter expertise (SME) support to government product center staff in development of critical acquisition documents such as acquisition/technology development strategies and risk mitigation plans. Throughout my tenure at SPA, I readily showcased the company’s broad range of capabilities in support of the DoD acquisition enterprise to increase the company’s presence within the AF nuclear deterrence and OSD Strategic Warfare portfolios leading to increased business in support of the Ground Based Strategic Deterrence (GBSD) and Conventional Prompt Global Strike (CPGS) programs. Helped client meet critical acquisition milestones while supporting company growth objectives. Show less

    • NAPMA (NATO AEW&C Programme Management Agency)

      Aug 2014 - Sept 2017
      Program Manager (CNS/ATM)

Responsible for all aspects of cost, schedule and performance of NATO's CNS/ATM program. As a NATO “direct hire” in the grade of A-5 (GS-15 equivalent), I was directly accountable to the NAPMA General Manager (PEO equivalent) for all aspects of the largest modernization program undertaken by the agency this decade. Led multi-national team of over 150 direct/indirect organic and contractor personnel in the planning and execution of $550M avionics modernization program (CNS/ATM) for NATO’s 14 Airborne Early Warning & Control aircraft fleet, allowing for the employment of aircraft in more restrictive airspace environments while addressing a myriad of sustainability issues. Developed strategic plan and tactical direction to guide financial, engineering, logistics, and configuration management Integrated Product Teams (IPTs) in achieving program objectives. Provided direct oversight of major industry partners (Boeing, Airbus, and CAE) both in the US and European theaters, ensuring cost, technical, and schedule targets were met. Satisfied external stakeholders’ equities by carefully balancing allocation of work across 18 participating NATO nations in order to meet industrial benefits/industrial return agreements. Synchronized upgrade to flight simulators to ensure commonality with new CNS/ATM aircraft design allowing for timely re-qualification of devices in support of operational training requirements – averted negative impacts to training unit throughput and allowed Initial Operational Capability (IOC) declaration to proceed as planned. Customer needs met on time and within budget! Show less
