      - Administers the implementation and operation of the Industrial Pretreatment Program. This involves surveillance monitoring, inspections, enforcement, and reporting to the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ)- Manages staff that inspect industries, houses, and property for violations of the City of Denton Wastewater Discharge Ordinance, in order to abate and control the discharge of pollutants into the City of Denton’s sewer system and/or the environment- Oversees investigations of ordinance violations. When compliance cannot be secured voluntarily, oversees the preparation of materials and reports to the Legal Department for the steps leading to the prosecution of the violations- Coordinates the preparation of monthly industrial surcharge billing report and permitting of the septic tank installations- Manages the grease and oil reduction program. This involves monitoring, inspecting, and enforcement for noncompliance by commercial establishments discharging large amounts of grease and oil- Approves and monitors compliance with acceptable EPA and TCEQ criteria for discharge of remediated groundwater- Provides oversight and general supervision of the Storm Water Pollution Prevention Program required by the Storm Water Permit for the Wastewater Treatment Plant.- Coordinates compliance activities of the Pretreatment Program with the Watershed Protection Program to ensure compliance by industrial and commercial users with stormwater quality requirements- Implements guidelines required by Federal and State regulations governing chain-of-custody protocol for Industrial Pretreatment Program and pollution abatement sampling, storage, and preservation Show less - Administers the grease and oil reduction program and on-site sewage facilities program. This involves scheduling and oversight of the monitoring and inspection programs.- Supervises pretreatment staff, including scheduling, leave approval, training, performance management, discipline, and managing employee relations- Plan and carry out enforcement of noncompliance by industrial users, commercial establishments, and residential locations according to the Enforcement Response Plan.- Maintains current knowledge of Clean Water Act regulatory requirements for the City and its customers. Assists and advises the Pretreatment Program Manager in the development of local ordinances and policies that implement required federal and state regulations.- Reviews designs, performs inspections, and issues permits for on-site sewage facilities. Administers compliance requirements of surface irrigation permits. Reports monthly on-site sewage activities to the Texas Commission on Environmental Quality.- Inspects industrial/commercial facilities, residential and real property for violations of federal, state, and local environmental laws and City of Denton Wastewater Discharge Ordinance. Performs follow-up inspections, sample collection and communication with violators to ensure compliance with applicable environmental laws according to the accepted enforcement response plan- Reviews water/wastewater analytical results and prepares summary reports and supporting materials leading to enforcement action for correction of environmental violations with the consent of Pretreatment Program Manager and City Prosecutor.- Protects human health and the environment through investigating reports of water pollution within the City of Denton watershed and collects water samples for analysis to identify potential sources of pollutants.- Responsible for the quality and accuracy of the data management systems for the fats, oils, and grease and on-site sewage facilities programs.
