      STRAC's Mission Statement:To reduce death/disability related to trauma, disaster, and acute illness through implementation of well-planned and coordinated regional emergency response systems. The STRAC Emergency Preparedness and Response (EP&R) Division works closely with hospital emergency management personnel, as well as local, county, regional and state emergency management officials to coordinate planning and response resources to ensure optimal readiness of regional healthcare entities. Responsible for building partnerships to collaborate with and support the health and medical needs of other emergency support functions during a disaster. The STRAC EP&R Division manages and administers the Hospital Preparedness Program contract, awarded by the United States Office of the Assistant Secretary for Preparedness and Response (ASPR) which is part of the U.S. Department of Health and Human Services, through the Texas Department of State Health Services (DSHS). This highly adaptable division of STRAC is also responsible for the implementation of programs to improve hospital readiness for bioterrorism and all-hazards threats and often participates in state-level planning meetings to coordinate activities with other Texas Regional Advisory Councils and the Department of State Health Services. Additionally, the STRAC EP&R Division works with local health departments, DSHS Region 8 and the DSHS central office to coordinate acute health care preparedness and response to public health crises.The regional Emergency Medical Task Force (EMTF-8), STRAC Rescue Teams, Regional Public Health and Mass-Casualty Trailer Programs, as well as support services including Incident Management Team support are all coordinated by the EP&R Division of STRAC. As such, this division maintains Memorandums of Agreement/Understanding with local, regional, and state agencies to ensure a rapid and efficient response to disasters of any size or impact.
