      Phil participated in two internships with Holder Construction while completing his undergraduate studies. In the summer of 2007 he began in the preconstruction department at the company's Phoenix office, and rounded out his experience as part of an on-site project team in 2008 for a large data center and medical training facility. Both positions demanded high levels of responsibility, and provided invaluable exposure to the inner workings of a general contractor.Some of Phil's most important responsibilities while in this position included: Tracking and managing subcontractor changes, extra work, and purchase orders; presentation of information, proposals, bid evaluations and award recommendations; and development and maintenance of positive subcontractor and client relationships.       Prior to relocating back to the Pacific Northwest with his family, Phil was the statewide lead for site selection activities in Ohio. On the reactive side this included overseeing a team of 16 project management professional that ran over 50 site selection projects each year with an average investment of over $180 million. These efforts included company consultation to define project criteria, performing data analytics and market research, and site evaluation against key project metrics. Phil and his team assisted companies in making location decisions by assessing data on legal or financial risks, developing timelines around permitting processes, and engaging in contract negotiations. The position also functioned as a liaison between prospective companies, utility and infrastructure providers, and state agencies to ensure success throughout the project lifecycle.On the proactive side, Phil’s efforts were focused on multiple state-wide initiatives related to the readiness of real estate to support job creation and investment in Ohio. This involved establishing a $250 million program for speculative real estate development, managing the completion of over $4 million in engineering due diligence studies, and regular feasibility review and assessment for development projects ranging from $1 - $40 million. Simultaneously, Phil was also instrumental in the evaluation of 437 sites, leading to 51 site visits, and resulting in 19 properties identified as offering speed, cost, and risk benefits for locating businesses. Crucial development details were then converted to functional marketing efforts. This role resulted in a great deal of mentorship for state and regional project managers, and Phil was regularly asked to provide formal trainings on best practices in site selection for large, cross-functional teams of statewide partners. Show less Immediately after joining JobsOhio, Phil began his role as one of the primary driving forces behind a state-wide program providing evaluation of inventory by site selection professionals. Through this analysis, communities throughout the state receive crucial information needed to remain competitive during the site selection process. Upon verification of utility capacities and locations, completion of extensive due diligence, and an assessment of compatible surrounding uses and zoning, the properties are marketed as SiteOhio Authenticated. Authenticated properties offer speed, cost, and risk benefits to locating companies, and have quantifiable data readily available for end users. The SiteOhio Program Manager role grew over time, and Phil’s functions became more solidly focused on spear-heading multiple state-wide initiatives related to building Ohio's real estate inventory portfolio.During this time Phil was also strategically aligned with Economic Development projects in Southern and Eastern Ohio, and supported the JobsOhio’s Brownfield Revitalization program with which he provided support to Ohio companies with plans to perform environmental remediation or renovation of underutilized properties.
