Also responsible for developing multiple complex scopes, schedules, budgets, and status reviews while establishing key milestones and identifying and actively pursuing potential opportunities that included implementing risk reduction provisions and scoping payment plans to customer issues. This included negotiating between groups to develop solutions for complex space use issues, presenting and facilitating approval of the implementation plans to senior management, compiling and analyzing data for business initiatives and team activities, performing regional integration and site analysis, evaluating site capabilities, manufacturing processes and technology forecasts and incorporating these into asset-use strategies. Jan 2000 - Jan 2001SMALL WORKS FACILITIES MANAGERFacilities Maintenance and Small Works Manager for a 91-person facilities maintenance team from 12 different trades, including Inventory Controllers, Purchasers, Electricians, Millwrights, Plumbers, Grounds Maintenance, Auto Mechanics, HAZMAT technicians, laborers, drivers, janitors, building inspectors and safety personnel all organized under respective foreman throughout all five Boeing Puget Sound locations, that responded to more than 600 emergent maintenance incidents during the course of the year. Further tasked with developing, implementing and managing a LEAN-initiative Preventative Maintenance schedule designed to eliminate costly emergency work by utilizing the equipment operator as a low cost available resource for early detection of problems and reduce process times for regular work. This included instituting a comprehensive Operational Readiness Review system designed to value-stream map each maintenance process, assign costs for task completion, identify processes for elimination and/or reduction and implementing mobile warehousing to the fullest extent possible. Major 2001 Achievements: - Led Process Action Team with representation from eight organizations responsible for creating changes to the Enterprise Maintenance intake process that resulted in $3,000,000 cost savings.-Reviewed and revamped the maintenance trade training package resulting in the elimination of 5802 users and saved over 20,000 man-hours of labor costs.Major 2000 Achievement:-Implemented MAXIMO transition that sequenced work to purchasing through the creation of RPs linked to on-going work. This eliminated $2,700,000 in excess ordering and reduced warehouse size by 44%. Transferred $2,000,000 of excess US Government property to governmental public works organizations for electricity generation, maintenance activities and construction, coordinating with high-level military and civilian officials of Kosovo municipal, provincial and national government, working closely with International Organizations to include, the United Nations Mission in Kosovo, The United Nations High Commissioner for Refugees, the Organization for Security and Cooperation in Europe, The Council of Europe, and Serbian and Albanian political officials. 2003 Major Accomplishments: -Supervised completion of 12 construction projects at Camp Bondsteel and Camp Kamenica designed to enhance soldier welfare and morale. Developed comprehensive Training Curriculum that successfully transitioned maintenance responsibilities from military personnel to local host-nation employees without any operational interruptions or facility outages.-Led American University in Kosovo lecture series concerning US Foreign Policy for which was attended by more than 200 students and was considered a campus favorite. This eight-part series was listed as the most enjoyable and thought-provoking course during its tenure and was summarily adopted for inclusion in the curriculum at the Rochester Technical Institute.2002 Major Accomplishments: - Revamped municipal maintenance assistance to ensure all organizations involved in infrastructure projects were included. This included adding OSCE, UNHCR, UNMIK, NATO/KFOR and WFP to a council of local NGOs consisting of DRC, ICRC and NRC in order to ensure cross-sector facilities maintenance cooperation based on unique skill-sets and capabilities. Also responsible for daily oversight of PRT sub-organizations, all headed by US Government employees of the grade GS-13 or higher, implementing and supervising construction of 84 infrastructure projects, including water, roads, schools, governmental buildings, sewage treatment plants and police stations, US Military Facilities, and conducting media shaping operations to reinforce the US government commitment to the Kurdish minority population in northern Iraq. Also responsible for on-the-ground implementation the DODs strategy for base stability and force protection measures involving the coordination of construction and security assets, procurement/shipping schedules, resource transportation and scheduling and building oversight all designed to ensure that projects were completed on-time and within budget. These initiatives ensured cost certainty, maintenance sustainability and usability for both the host nation population and OIF forces on an ongoing basis. Completion timing was instrumental in the advancement of US information operations which created legitimacy for local governmental agencies and US operations in theater.2007 Major Accomplishment: - Personally negotiated the opening of the first-ever Burger King in post-war Iraq. Recognition of the following achievements resulted in the receipt of the Philippine Civic Action medal being awarded to my team and I by the President of the Philippines.2010 Major Accomplishments: -Developed comprehensive predictive maintenance engagement package designed to forecast repair services and parts for advance procurement and shipping, thus ensuring no degradation in US operational capabilities. This resulted in a 28% drop in electrical system outages within a 6-month period.-Successfully planned, resourced, and emplaced the first-ever Inter-agency, Inter-governmental Infrastructure construction strategy designed to sequence construction projects and eliminate redundancy. This initiative was instrumental in eliminating unnecessary maintenance activity, streamlining purchasing, and properly allocating resources and contracts leading to a first-ever return of $8,250,000 to the US treasury by the military forces in the Philippines. As a Director-level appointee, my portfolio included approving new construction, managing existing facility use, and enacting appropriate maintenance contracting operations designed to enhance operational effectiveness of UN missions, save monies, build organizational wealth long-term and protect agency investment in fixed assets. As the department head, my responsibilities include providing alternatives and recommendations to the 23 respective high Commissioners concerning construction management decisions and recommending courses of action for formal adoption. Also tasked with leading and directing initiatives involving asset-related sales and service provisioning for affiliated UN agencies.2014 Major Accomplishment: - Developed an asset-based auction network spanning 30 countries in Africa and the Middle East that evolved into six distinct revenue streams and raised more than $24,000,000 USD in new revenue in 2014. This accomplishment led to my staff receiving the 2014 UNHCR Team Innovation award and had expected revenue growth of close to $100 Million USD annually upon full implementation. 2013 Major Accomplishment: - As the organizational head, I developed, recruited and lead a UN task force of interagency personnel to revamp the United Nations marketing and leasing of available facilities. Most recently, I led a 9-month, in-person, on-the-ground transformation for the Province of British Columbia, Canada, the singularly most complex Transformation CBRE, or the industry, has ever executed. This transformation involved 23 separate and distinct service lines and 13 different IMS system implementations. As part of this hard-science, process-based transformation, EB4 increases exceeded 22% of projections through various gains in Facilities Management, Project Management, strategic sourcing, energy enhancements and IMS efficiencies. Show less Implemented innovative recruiting strategies that leveraged Public Disclosure Requests and in-state Workforce Investment Act agencies to drive hiring volumes that led to an increase in overall account team size from 400 to 800 employees for billing purposes during the course of the year, while offsetting attrition caused by Amazon pay polices for technician staff. This led to the account team becoming 100% fully billable for the first time and eliminated revenue loss of $2.1 Million in EBIDTA for CBRE.Oversaw development and creation of Tableau Dashboards and accompanying governance cadences designed to address KPI failures, excessively high Work-order backlogs, low CSAT scores and accompanying penalties to CBRE Operational fee-at-risk. This campaign reduced WO Backlog by more than 90%, improved CSAT scores and reduced KPI Penalties by 42% over 2017 Levels.
