      Emergency Preparedness Instructor

      As a spring break instructor for students in grades 7-12, I plan and finalize class curriculum, arrange field trips. With the support of Multnomah County Emergency Management run exercises in radio communication, triage, disaster management, and Incident Command System (ICS) structure. Teach students how to rely on each other as a team during a crisis, learn how to organize their neighborhood Youth Citizen Emergency Response Teams (YCERT) and be resilient in the face of emergencies or catastrophic disasters.       As a member of the Oregon Radiological Emergency Response Team (RERT), we are required to participate in annual FEMA drills involving the Columbia Generation Station located in Richland, Washington. I have held positions as Incident Commander, Deputy Incident Commander and Scribe during field operations and FEMA evaluated drils. As Deputy Incident Commander, I am responsible for managing two Radiological teams, Civil Service Team, Air National Guard and Agriculture teams in the field by establishing objectives, planning strategies, and logistics. This also involves establishing and maintaining communications with the Oregon Department of Energy Emergency Operations Center (ODOE EOC). Answer questions from the Radiological teams, relaying the information to the EOC, and take appropriate actions to resolve the emergency. As Scribe, I am in close contact with the Incident Commander (IC) to allow me to track, log, and record actions of the IC. I receive a briefing from the IC and assist in establishing the command post. I access the necessary command post resources and supplies as well as those items specifically necessary for the IC. I record all actions on an ICS 214 form and all activities involving the IC. I have ICS training from various agencies and have completed the following courses: IS-00022, IS-00100.a, IS-00200.a, IS-00200.b, ICS 300, ICS 400, IS-00700.a, IS-00800.b, IS-00907, IS-00909, AWR160 Weapons of Mass Destruction/Terrorism Awareness for Emergency Responders. My logistic duties required me to work closely with all ICS organization individuals to ensure that incident needs are identified and addressed. During deployment drills, I am in constant radio communication with the Radiological Response Teams via walkie talkie or satelite phone, in addition, I am a Amateur Radio Operator with a HAM license. Assist in obtaining emergency funding pursuant to an environmental emergency declaration. Coordinate command staff duties in concert with the Incident Commander. Attend briefing meeting to develop an initial action strategy. Assist in receiving and directing incoming requests for information from section chiefs, and executive of other responding agencies, industry, and the community. Coordinate specific action plans, legal investigations, media releases and monitor response operations to identify current or potential problems. Show less
