  • Managed U.S. Military Master Planning efforts, including developing the U.S. Army’s multi-billion dollar Barracks Upgrade Program. Developed and managed the follow-on Focused Facility Strategy. Both were capital improvement and investment programs.• Managed State Department Overseas Building Operations program. Provided cost estimates to more than 120 Embassy compounds throughout the world for capital improvements. Developed the Capital Investment Program for the 2004-2009 for all new embassies.• Managed more than 50 Requirement Analyses (RA), 200 planning charrettes and 500 complete DD Form 1391 development, including economic analysis and cost, for almost every type of facility and U.S. Army installation worldwide. These included BRAC05 and USAR facilities. Developed a Capital Improvement Program for the U.S. Army, Hawaii. Included investments over a 10 year period and more than 50 new facilities.• Managed more than 50 detail quantity take-off estimates for a variety of projects around the country, including a LEED Platinum Fitness Facility for the U.S. Air Force, $200M High Technology Facility for the Federal Bureau of Investigation, and a LEED Platinum Administrative Facility for NASA. All under budget.• Responsible for preparing numerous contract proposals for both prime contractor and sub-contractor efforts. Show less
